TheActiveTravelProjectManagerRoleisahybridpositionwithexpectationsofadayaweekinSomersetCouncil'sofficeatTheCrescentinTauntonandtheremainingdayscanbefulfilledremoteworking.Thisarrangementmaychangeovertimeduetoroledemandsandexpectations.
YouwillplayavitalroleinhelpingtodrivetheCouncil'sdedicatedActiveTravelcapitalprogrammeofover£9million.WorkwithkeynationalbodiessuchasActiveTravelEnglandtoensureschemescomplywithfundinganddesignrequirements.Plusworkwithlocalstakeholdersandcolleaguestoinform,promoteandhelpdeliveradiverserangeofactivetravelandtransportschemesincludingthewiderangeofoverlappingdisciplinesthiscaninvolvesuchasplanning,S106contributions,maintenance,policyetc.
RolePurposeActiveTravelProjectManager
- SupporttheServiceManagerandPrincipalTransportPlannertooverseethedevelopmentandschemepreparationstagesofnewactivetravelschemes,throughtothecommencementofconstructionandhandovertooperationaldelivery.
- Managesprojectsastheschemetransitionsintoconstruction.
- Co-ordinateswiththevariousstakeholderstoagreerobustproposals,appropriateengagementfromallnecessaryparties,commissioningofnecessarytechnicalactivityandsecuringofnecessaryapprovalsandconsents.
- ThefocusofthisrolewillbeontheActiveTravelProgramme,butthesuccessfulcandidatewillberequiredtobecomeinvolvedinotherteamandinterdisciplinaryprojects.
AccountabilitiesActiveTravelProjectManager
- ResponsibleforsupportingtheServiceManager-TransportSchemesCommissioningforallmattersrelatedtothecommissioningofnewmajorandminortransportinfrastructureschemestoensureswiftprogressismaintainedthroughthelifeofthescheme.
- CommissioningMajorTransportInfrastructureSchemes
- Overseethedevelopmentandschemepreparationstagesofnewschemesfollowingtheapprovaltocommenceastrategicoutlinebusinesscase,throughtothecommencementofconstructionandhandovertooperationaldelivery.
- Manageprojectswiththeauthorityandresponsibilitytoruntheprojectonaday-to-daybasisupuntiltheappointmentandinvolvementofanNECprojectmanager(contractmanager)astheschemetransitionsintoconstruction.
- Co-ordinateactivityworkingwiththevariousstakeholderstoagreerobustproposals,appropriateengagementfromallnecessaryparties,commissioningofnecessarytechnicalactivityandsecuringofnecessaryapprovalsandconsents.
- EnsureClientresponsibilitiesaremetundertheConstructionDesignandManagement(CDM)2015regulations.
Responsibilitiesinclude:ActiveTravelProjectManager
- Initiateprojectinceptionandassociatedprocesses.oEstablishappropriategovernance(projectandprogramme)andagreeprojectrolesandresponsibilities.
- WiththeProgrammeManagementOffice,establishtheprojectorganisationandreinforcetheroles,responsibilitiesanddeliverablesforeachteammember.
- Co-ordinatetheactivitiesofamulti-disciplineprojectteamwhichmayconsistofdevelopment,design,construction,commercial,planning,testing,andcommissioningandsupportresources.
- SupporttheServiceManagerinprogressingbusinesscasedevelopmentfromthestrategicoutlinebusinesscasestagethroughtofullbusinesscase.
- Commissiontechnicalactivitytosupporttheschemedevelopmentandpreparation,e.g.trafficmodelling,highwaysdesign,legalandplanningadvice,land-acquisitionandproperty,surveys,consultations,etc.
- Co-ordinateconsultationandengagementprocesses.
- Developandgainapprovalforprocurementstrategyinassociationwiththeprojectteam.
- ObtainformaldecisionstoproceedateachbusinesscasestageorgatewayundertheCouncilsschemeofdelegation.
- SupporttheServiceManageringainingauthoritytoseekplanningconsentsanduseofCPOpowersifneeded.
- Maintainandmonitorprogresstoprogrammeandbudgetthroughoutlineanddetaileddesign.
- Ensureoutcomesandoutputsaredeliveredateachstage.
- CommissionEarlyContractorInvolvement/Buildabilityadviceasnecessary.
- CommissionMinorTransportSchemeProgrammesActascommissionertoensurethatanagreedframeworkisinplacetoidentify,prioritiseanddeliveraprogrammeofminortransportimprovementschemesandsafetyrelatedimprovements.
- WorkwithoperationsinanadvisorycapacitytoensurethatappropriateprocessesareinplaceandthatthecriteriaforschemeselectionandprioritisationreflecttheCouncilsoverallpolicypriorities.
- Thiswillcoverarangeofoperationalprogrammes.e.g.activetravelschemes,electedmemberssmallimprovementschemes,localsafetyschemes,trafficsignalsrecoveryprogrammeandanyotherrelevantprogrammes.
