The Delivery Manager is responsible for the delivery of digital product design and development in partnership with Service Managers, Product Owners and business stakeholders, ensuring adherence to departmental frameworks, governance and standards.
The Delivery Manager oversees System Integration partners engaged under fixed-outcome contracts, providing strong commercial, contract and delivery management. The role is accountable for ensuring vendors deliver agreed outcomes, manage risks effectively and align to departmental design, architecture and security requirements.
About the Department
The department provides a wide range of learning and development support and services.
The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division
The Information Management and Technology Division guides the department's digital capability and is leading digital transformation for Victorian government schools. The division architects, manages and supports the largest technology network in Victoria, supporting a user base of approximately 750,000 staff and students.
IMTD provides innovation and leadership in the transformation and management of the department's digital capability through the implementation of solutions on the department's cloud environment (IaaS), enterprise cloud platforms (PaaS) and software (SaaS), using agile practices with a focus on user experience, security, and integration.

About the Role
The Delivery Manager is responsible for the delivery of digital product design and development in partnership with Service Managers, Product Owners and business stakeholders, ensuring adherence to departmental frameworks, governance and standards.
The Delivery Manager oversees System Integration partners engaged under fixed-outcome contracts, providing strong commercial, contract and delivery management. The role is accountable for ensuring vendors deliver agreed outcomes, manage risks effectively and align to departmental design, architecture and security requirements.
The role also coordinates dependencies across multiple capabilities, branches and external stakeholders to support successful end to end delivery.
Acting as a key conduit between business and technical teams, the Delivery Manager ensures alignment between business priorities and technical delivery, driving effective planning, risk management, stakeholder alignment and execution to deliver high quality, user centred outcomes.

Desirable Qualifications and Experience
Mandatory
- Minimum 5 years' experience in product design and delivery, working across complex digital products and services in large, multi-stakeholder environments.
- Proven capability onboarding and managing system integration partners, including fixed outcome contract and commercial delivery assurance.
- Proven experience coordinating end to end delivery across multiple technical domains.
- Experience operating within established governance, architecture and assurance frameworks.
- Deep understanding of best practice product delivery, agile practices and governance frameworks within structured enterprise or government environments.
- Strong leadership in stakeholder engagement, dependency management, risk oversight and delivery execution across complex programs or portfolios.
- Strong stakeholder engagement, negotiation and communication skills, with the ability to influence at all levels of an organisation.
Desired
- Experience on Salesforce and/or ServiceNow
- Experience writing briefings and procurement documentation in a government department
- Scrum and/or PM certification
