Our core services include civil engineering for drainage and sewer works, sewer rehabilitation, manhole construction, and drain and sewer installations and repairs, including offering trenchless and no-dig solutions.

We are seeking a Technical Operations Manager - Trenchless Rehabilitation to provide technical and operational leadership for sewer and pipeline rehabilitation programmes.

The successful candidate will act as a senior technical point of authority for rehabilitation solutions, to translate survey information and asset condition into appropriate methodologies while developing capable teams, robust controls and dependable client outcomes.

More About the role

Operational Leadership

  • Lead the safe and effective delivery of lining and rehabilitation programmes across multiple work fronts.
  • Translate client priorities into resource, production and delivery plans.
  • Balance planned works, reactive requirements, access constraints and specialist capacity.
  • Establish clear ownership, escalation routes and performance routines across the delivery team.
  • Ensure pre-start readiness, suitable welfare, competent supervision, equipment availability and timely close-out.

Technical Leadership & Assurance

  • Act as the senior technical point of contact for rehabilitation methodology selection and constructability.
  • Review CCTV survey information, defect data, site constraints and asset condition to inform interventions.
  • Oversee solutions including CIPP lining, patch lining, UV or LED curing, ambient or hot cure systems, robotic cutting, resin injection, manhole sealing and related no-dig methods.
  • Ensure materials, installation parameters, curing processes and verification arrangements follow approved design, manufacturer and client requirements.
  • Promote pre- and post-installation surveys, technical records and evidence-based acceptance.
  • Lead technical problem solving, trials, lessons learned and continuous improvement.

Health, Safety, Environment & Quality

  • Champion visible leadership and a culture in which work is stopped when conditions are unsafe or controls are ineffective.
  • Ensure risk assessments, method statements, permits and emergency arrangements are suitable for the work.
  • Maintain effective controls for confined spaces, live sewers, high-pressure water jetting, lifting operations, work equipment, hazardous substances and highway interfaces.
  • Support investigations, corrective actions, audits and the sharing of learning.
  • Protect customers, communities and the environment by reducing disruption, preventing pollution and controlling waste.

Commercial & Programme Management

  • Own delegated budgets, forecasts, cost-to-complete reviews and margin improvement actions.
  • Challenge productivity, utilisation, material consumption, rework and subcontractor costs.
  • Support estimates, quotations, tenders and change control with clear technical and delivery assumptions.
  • Identify additional work opportunities while maintaining fair commercial governance.
  • Provide concise, accurate performance reporting and early warning of risk.

Client & Stakeholder Management

  • Build credible relationships with clients, designers, suppliers, highway authorities, customers and delivery partners.
  • Represent the business at technical, operational and performance meetings.
  • Communicate complex issues clearly, including risk, options, programme and recommended action.
  • Manage escalations professionally and protect confidence through timely, transparent updates.

People Leadership & Development

  • Lead, coach and develop managers, supervisors, engineers and specialist crews.
  • Maintain competency matrices, training plans, authorisations and succession arrangements.
  • Set clear expectations, conduct meaningful performance conversations and recognise good practice.
  • Build collaboration between CCTV, cleansing, lining, civils and commercial functions.
  • Promote inclusion, accountability and practical innovation.

Role Scope

  • Leadership of multi-site trenchless rehabilitation delivery and technical assurance.
  • Oversight of internal teams, specialist subcontractors, suppliers and operational resources.
  • Accountability for safety, quality, programme, customer and financial outcomes within delegated authority.
  • Support for estimating, tendering, mobilisation, innovation, product trials and business growth.

More about you

  • Demonstrable commercial awareness including forecasting, productivity, cost control and change management.
  • Working knowledge of construction health and safety, confined-space delivery, environmental protection and quality assurance.
  • Ability to build trusted client relationships and communicate technical matters to operational and non-technical audiences
  • SMSTS or equivalent site management safety qualification
