Job Description

Duties

  • Analyze radio frequency application data to engineer technical and geographic parameters, verify band alignment, and optimize spectrum utilization.
  • Coordinate interagency spectrum proposals to deconflict Department of Defense (DOD) and non- Department of Defense frequency usage within the area of responsibility.
  • Prevent operational degradation to Army assets by applying engineering frequency formulae and auditing authorization records.
  • Conduct on-site Spectrum Management Surveys at Army installations to determine the effectiveness of the installation frequency management program.
  • Direct corrective actions to bring installations into immediate compliance with Federal and Army regulatory requirements. Requirements Conditions of employment
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
  • Duties of the position may require the employee to travel away from the home station up to 25% of the time.
  • Incumbent is subject to extended Temporary Duty Travel (TDY) during crisis situations to perform mission essential functions as determined by management, which may include deployment, immunizations, passport, and related requirements.
  • TDY may occur at austere or hazardous locations mission dependent.
  • Duties of this position may entail alternative work schedules (AWS) such as variable or MAXIFLEX, including extended shifts; 24/7 rotating shifts, nights, weekends, and/or holidays as required.
  • Incumbent may be subject to recall for urgent situations and/or working extended overtime in response to surge situations.
  • Position is subject to situational or ad hoc telework. Telework agreement required.
  • This position has been designated mission essential. Employee may be required to remain on duty or report for duty during severe weather or other installation closings.
  • Incumbent may be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • Incumbent must obtain and maintain the Cyberspace Workforce Qualifications requirements in accordance with DoDM 8140.03 and supplemental Army guidance.
  • This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.
  • Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

Specialized experience would be demonstrated by Conducting electromagnetic spectrum analysis on military communication systems to resolve frequency compatibility issues; Validating radio frequency assignments for tactical and strategic networks (such as combat net radios, satellites, and radar systems) to ensure compliance with spectrum allocations; Coordinating spectrum access with national and international regulatory bodies to ensure host nation supportability for outside Continental U.S. (OCONUS) operations; and Assisting in the planning of joint-service exercises, ensuring the integration of spectrum requirements with Electromagnetic Warfare (EW) objectives and Army policy guidelines.
