Job Description

Our client, a DC government agency, is seeking an experienced IBM DB2 Database Administrator to support a mission-critical platform used for driver licensing, vehicle registration and titling, inspections, insurance compliance, and permit management. This role will develop, maintain, and optimize the DB2 database environment, ensuring high availability, performance, data integrity, and seamless operation of the agency''s core systems.

Role Responsibilities

       Manage, configure, and maintain DB2 databases running on mainframe platforms.

       Perform database installation, upgrades, patches, migrations, and version management.

       Monitor system performance, troubleshoot issues, and tune DB2 components to ensure high availability.

       Implement backup, recovery, and disaster recovery strategies to meet business continuity requirements.

       Optimize database queries, stored procedures, packages, and triggers supporting the core application.

       Work closely with developers to integrate enhancements, fixes, and new functionalities aligned with business needs.

       Ensure application releases and data model changes are synchronized with database environments.

       Maintain data integrity through robust data validation, referential integrity, and error-handling practices.

       Enforce database security standards, user access controls, and audit requirements consistent with agency policies.

       Support compliance with privacy and data protection rules applicable to sensitive personal information.

       Use DB2 monitoring tools to proactively identify performance bottlenecks.

       Analyze SQL performance, query execution plans, and recommend optimizations.

       Tune databases, memory pools, indexes, and storage structures for improved system throughput.

       Support ongoing fixes, enhancements, and modernization efforts related to the core application.

       Collaborate with infrastructure teams on server performance, storage, and network connectivity affecting DB2.

       Implement schema modifications, table restructuring, indexing strategies, and partitioning as required.

       Provide technical knowledge and support to agency personnel and additional stakeholders.

       Coordinate activities of application developers as needed.

       Identify best practices and standards for the use of the product.

       Deliver support and design for applications requiring integration with statewide systems or applications.

       Interact with executive-level business users or technical experts.

       Function as a niche technical Subject Matter Expert (SME).

       Perform other related duties as assigned.

Required Skills & Experience

       16 years of database design, documentation, and coding experience.

       16 years of SQL experience.

       16 years of experience designing and implementing reports and report interfaces.

       16 years of strong hands-on experience with IBM DB2 (LUW or z/OS depending on environment).

       10 years of experience with high-availability technologies (HADR, replication, failover, clustering).

       10 years of familiarity with ETL processes, data mining, data storage, and data warehousing.

       Expertise in database design, data modeling, schema management, and SQL optimization.

       Experience supporting complex, transactional, high-volume systems (government systems ideal).

       Knowledge of IBM batch jobs and integration with enterprise applications.

       Strong troubleshooting, analytical, and performance tuning skills.

Education

       Bachelor''s degree in Information Technology or a related field, or equivalent experience.
