Senior Product Manager

We are seeking an experienced **Senior Product Manager** to lead a major **public-sector legacy application modernization initiative** in Pennsylvania.

This position will play a key leadership role in a multi-year digital transformation program focused on modernizing a mission-critical application used to support public-facing business processes and complaint resolution.

The Product Manager will own the **product vision, strategy, roadmap, requirements, product backlog, testing, and implementation activities** associated with the modernization effort. The successful candidate will work closely with business stakeholders, IT leadership, solution architects, developers, UX/UI professionals, vendors, and other technical teams to design and deliver a modern, scalable, secure, and accessible enterprise solution.

Candidates should have significant experience managing **large-scale public-sector technology modernization programs**, including projects valued at **$10 million or more**.

## Key Responsibilities

* Own and communicate the overall **product vision, strategy, and roadmap** for a large-scale application modernization initiative.
* Lead product planning throughout the modernization lifecycle, from discovery and requirements gathering through development, testing, implementation, and adoption.
* Work directly with business stakeholders to understand operational challenges, business processes, user needs, and modernization priorities.
* Elicit, document, prioritize, and manage business and functional requirements.
* Translate business requirements into detailed **user stories, acceptance criteria, features, epics, and product backlog items**.
* Develop and continuously maintain a prioritized product backlog.
* Prioritize product features and technical work based on business value, risk, dependencies, regulatory requirements, and strategic objectives.
* Collaborate with **solution architects, software developers, UX/UI designers, database professionals, security teams, and external vendors**.
* Participate in decisions related to modern application architecture, platforms, integrations, cloud technologies, data migration, and system design.
* Provide product leadership during the modernization of legacy systems and migration to modern technology platforms.
* Oversee and support **large-scale data conversion and migration activities**.
* Coordinate data validation and testing to ensure converted information is complete and accurate.
* Lead or participate in functional, integration, regression, user acceptance, and implementation testing.
* Define clear acceptance criteria and ensure delivered functionality meets business requirements.
* Facilitate or support Agile ceremonies including:

  * Backlog refinement
  * Sprint planning
  * Sprint reviews
  * Retrospectives
  * Product demonstrations
* Serve as the primary liaison between business stakeholders and technical delivery teams.
* Communicate complex technical concepts to non-technical stakeholders in clear business terms.
* Communicate business requirements and priorities effectively to technical teams.
* Define measurable **KPIs and product success metrics** and monitor progress against established goals.
* Identify project risks, dependencies, resource constraints, and delivery impediments and drive them toward resolution.
* Support organizational change management activities associated with implementation of the modernized application.
* Assist with user communications, training, documentation, and adoption strategies.
* Ensure the solution complies with applicable **security, accessibility, data privacy, enterprise architecture, and public-sector technology standards**.
* Ensure digital solutions meet applicable **WCAG accessibility requirements**.
* Provide regular project status reports, recommendations, risks, and decision points to IT leadership and executive business sponsors.
* Promote continuous process improvement and identify opportunities to streamline or redesign existing business processes.

## Required Qualifications

* Minimum **5 years of Product Management experience leading large-scale public-sector modernization initiatives valued at approximately $10 million or more**.
* Demonstrated experience leading **legacy application modernization or enterprise digital transformation projects**.
* Strong experience gathering requirements and user stories from diverse business stakeholders.
* Experience converting business requirements into actionable product backlogs, user stories, and acceptance criteria.
* Strong knowledge of **Agile and Scrum methodologies**.
* Experience working with Agile delivery and product management tools such as:

  * Azure DevOps
  * Jira
  * Similar Agile/product management platforms
* Experience overseeing and testing **large-scale data conversions or migrations**.
* Experience working with cross-functional software development and technical teams.
* Strong understanding of the complete **software development lifecycle (SDLC)**.
* Ability to manage competing priorities, dependencies, risks, and stakeholder expectations.
* Excellent written and verbal communication skills.
* Ability to communicate effectively with both technical and non-technical audiences.
* Strong organizational, analytical, leadership, and prioritization skills.
* Demonstrated ability to work with senior executives, business leaders, vendors, architects, and technology teams.

## Highly Desired Qualifications

* Experience with **enterprise application modernization**, including migration from legacy platforms to modern architectures.
* Experience supporting large-scale digital transformation programs.
* Familiarity with the **Microsoft technology stack**.
* Experience or familiarity with **Microsoft Azure cloud technologies**.
* Experience working with enterprise content management systems or similar platforms.
* Experience with **business process improvement and business process reengineering (BPR)**.
* Knowledge of **WCAG 2.1 accessibility standards**.
* Understanding of government security, privacy, accessibility, and compliance requirements.
* Previous experience working with the **Commonwealth of Pennsylvania**, Pennsylvania state agencies, or comparable state/local government organizations.
* Experience coordinating multiple vendors or system implementation partners.
* Bachelor''s degree in **Business, Information Systems, Computer Science, Technology**, or a related discipline, or equivalent professional experience.
* **YAFOS Certification** is highly desired.

The ideal candidate is a senior-level Product Manager who combines strong business leadership with a solid understanding of enterprise technology.

This individual should be comfortable leading a complex modernization initiative involving numerous stakeholders, legacy systems, application development teams, architects, vendors, data migration activities, testing, and organizational change.

Candidates with previous experience delivering **large public-sector modernization or digital transformation programs** will be particularly well suited for this opportunity.

## Work Arrangement

This is a **hybrid position based in Pennsylvania**.

Candidates are expected to work onsite **two days each week**, with **Wednesday being a required onsite day**. The remaining three days may be worked remotely.

Office locations are available throughout Pennsylvania.

Candidates must be able to comply with all onsite and remote-work requirements associated with the engagement.
