Position Overview

We are seeking an experienced Senior Technical Program Manager (TPM) to lead complex software delivery programs across engineering, product, architecture, QA, DevOps, and security teams.

This is a technical delivery leadership role, not an administrative Project Manager or Scrum Master position. The ideal candidate should have strong SDLC, software architecture, technical delivery, dependency management, and executive communication experience.

Key Responsibilities

• Lead end-to-end execution of multiple software development initiatives.
• Coordinate Project Managers, Scrum Masters, engineering, product, and architecture teams.
• Manage complex technical dependencies, risks, resources, and delivery blockers.
• Participate in architectural and technical discussions and evaluate trade-offs.
• Drive program governance, delivery cadence, and cross-team alignment.
• Provide executive-level dashboards, status reports, risk assessments, and program metrics.
• Track Cycle Time, Velocity, Scope, Defects, Lead Time, and other delivery metrics.
• Identify root causes and drive mitigation plans for delivery risks.

Required Qualifications

• 8+ years of experience in Technical Program Management, Software Engineering, Software Delivery, or Technical Product Leadership.
• Strong hands-on SDLC experience, including system design, architecture, CI/CD, and cloud-native application delivery.
• Experience managing large, multi-stream programs involving 50+ contributors.
• Strong expertise in Agile, Scrum, Kanban, and hybrid methodologies.
• Excellent communication and executive presentation skills.
• Healthcare technology experience strongly preferred for US candidates, including Payers, Providers, HIPAA, HL7/FHIR, or healthcare applications.
• LATAM candidates should have experience in healthcare or other highly regulated industries such as FinTech or Enterprise SaaS.

Preferred

• Former Software Engineer, Technical Architect, or Technical Product Manager.
• Experience with US-LATAM or offshore/nearshore delivery models.
• PMP, PgMP, SAFe, or Scrum certifications are a plus.
