Value Technology is seeking an experienced Program Manager with 10+ years of experience to lead complex, enterprise-wide technology programs from strategy and planning through execution and delivery. The ideal candidate will have a strong background in program governance, stakeholder management, Agile methodologies, risk management, budgeting, and cross-functional leadership.
The Program Manager will work closely with business leaders, technology teams, product owners, engineering teams, vendors, and executive stakeholders to ensure programs are delivered on time, within budget, and aligned with organizational objectives.

Key Responsibilities

  • Lead and manage large-scale, complex technology programs involving multiple projects, teams, and stakeholders.
  • Define program vision, objectives, scope, roadmap, milestones, deliverables, and success criteria.
  • Develop and maintain comprehensive program plans, schedules, budgets, resource plans, and delivery timelines.
  • Establish program governance, operating models, reporting structures, and performance metrics.
  • Manage cross-functional teams including engineering, architecture, product, QA, infrastructure, security, data, and business teams.
  • Partner with executive leadership and senior stakeholders to communicate program status, dependencies, risks, issues, and business outcomes.
  • Drive Agile/SAFe methodologies, sprint planning, release planning, PI planning, retrospectives, and continuous improvement initiatives.
  • Manage program-level risks, issues, assumptions, dependencies, and mitigation strategies.
  • Identify and resolve cross-project dependencies and organizational impediments.
  • Ensure projects within the program remain aligned with business priorities, architecture standards, security requirements, and compliance policies.
  • Manage vendor relationships, contracts, statements of work, deliverables, and third-party dependencies.
  • Monitor program financials including budgets, forecasts, resource utilization, and cost optimization.
  • Establish KPIs and dashboards to measure program health, delivery performance, quality, financial performance, and business value.
  • Lead executive steering committee meetings and provide clear, concise program reporting.
  • Drive change management and organizational readiness for major technology implementations.
  • Ensure effective communication across technical and non-technical stakeholders.
  • Support resource planning, capacity management, hiring, onboarding, and allocation of program resources.
  • Drive issue resolution and escalation management across business and technology organizations.
  • Ensure delivery teams follow SDLC, Agile, DevOps, quality, security, and governance processes.
  • Identify opportunities for process optimization, automation, cost reduction, and operational efficiency.
  • Lead post-implementation reviews and ensure lessons learned are incorporated into future programs.

Required Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Engineering, Business Administration, or a related field.
  • 10+ years of experience in IT/Technology program or project management.
  • Proven experience managing large, complex, enterprise-level programs.
  • Experience managing multiple concurrent projects and geographically distributed teams.
  • Strong understanding of Agile, Scrum, SAFe, Waterfall, and hybrid delivery methodologies.
  • Strong experience with program governance, risk management, financial management, and executive reporting.
  • Excellent stakeholder management and communication skills.
  • Demonstrated experience working with senior executives and business leadership.
  • Strong problem-solving, decision-making, negotiation, and conflict-resolution skills.
  • Experience managing technology vendors and third-party partners.
  • Strong understanding of software development lifecycle and modern technology delivery practices.

Preferred Qualifications

  • PMP, PgMP, PMI-ACP, SAFe, Scrum Master, or equivalent certification.
  • Experience with Cloud, Digital Transformation, Data/Analytics, AI/ML, Cybersecurity, DevOps, or Enterprise Applications.
  • Experience with Jira, Confluence, MS Project, Azure DevOps, ServiceNow, Power BI, or similar tools.
  • Experience with enterprise transformation and modernization initiatives.
  • Experience managing programs with budgets of $5M+ and large cross-functional teams.
  • Experience working in Fortune 500 or large enterprise environments.
