12 Month Contract (Inside IR35) Up to £80 per hour umbrella 2 – 3 days onsite every 2 months Overview of Department: In order to deliver the MoD’s submarine and warship programmes, a significant programme of infrastructure investment is required on the Devonport site. The ‘Major Infrastructure Projects’ (MIP) Business Unit has been established to support this. One of the key scope elements within MIP is establishing a defuel capability for out of service submarines, which is delivered under the programme banner of 14 Dock Readiness. This work comprises of a number of interrelated projects to develop various multi-disciplinary infrastructure systems, with an overall value in excess of £100m. The Dock Readiness project is delivering the infrastructure upgrades for the existing dry dock that will be used for the submarine defuels. The dry dock is within a nuclear licensed site. Multiple work packages form the Dock Readiness project. This role is part of that Engineering Team that is delivering the designs for each of those work packages. Job Role: The primary purpose of the role is to ultimately assist and support the Design Manager in the delivery of project scope. This will include the likes of the following.
Key Responsibilities:
To lead a small team in the delivery of civil / structural engineering work packages to the required scope, quality, schedule and cost.<br />To undertake stakeholder management activities and incorporate stakeholder requirements into the proposed designs.<br />Responsible for managing the technical aspects of the engineering packages from identification of the need, through to handover.<br />Manage one or more technical design packages agreeing project related objectives, managing engineer and designer performance and making appropriate technical management responses. Provide Subject Matter Expert advice as per discipline.<br />Undertaking document reviews, principally providing SQEP assessment of seismic designs, full conversance with American (ACI 349-19, ASCE 4-16, ASCE 43-19) and Eurocodes, and British Standards for RC<br />Plan for effective project implementation, identifying key factors and leading the project’s technical planning process.<br />Ensuring effective Quality Management Arrangements, operate and deliver through compliance with the company’s Business Management System and Technical Manual.<br />Ensure that the processes and activities being managed are appropriately documented with appropriate records maintained and configuration and quality controls applied.<br />Ensure that staff and contractors are familiar with the hazards and risks associated with the work undertaken by the delegated engineering team through effective management and communication of the Risk Assessment.<br />Key Attributes: Design and substantiation of heavy civil engineering and building structures, with particular experience in dry dock structures preferred.<br />Knowledge of architectural design of industrial buildings.<br />Knowledge of building services design and installation.<br />Preferably experience of relevant American seismic codes for satisfying Nuclear Safety Functions.<br />Preferably knowledge of construction techniques employed for Nuclear Safety related structures and buildings.<br />Be able to demonstrate relevant knowledge and skills required in the technical management of complex design development throughout the design lifecycle.<br />A track record in Structural / Civil design in a comparable environment.<br />Experience working in a multi-disciple environment with multiple interfaces.<br />Sound understanding of engineering design and safety practice as relevant to discipline, post and project requirements.<br />Sound understanding of procedures relating to Design, Health & Safety and Quality requirements, and ability to manage projects in accordance with these procedures.<br />Preferably experience of the design, support to construction, operation, refit/repair of conventional and nuclear submarines and/or facilities.<br />A professional level of competence in the generation of documentation, calculation and drawings (CAD by others).<br />Working knowledge of relevant engineering computer applications.<br />The ability to follow an engineering process and maintain accurate records and document/drawing revision control.<br />A proven track record in completing work packages in a highly regulated environment.<br />The candidate will have an HNC/HND (or equivalent) or experience in technical leadership of a design team, breadth and depth of experience in a range of commercial or defence projects and relevant industry experience. Engaged in structured development and is working towards meeting the registration requirements of the Engineering Council at Incorporated Engineer Level
