  • From $178,952 base salary plus 12% super
  • Flexible hybrid working arrangements are available

About the opportunity

This is a unique opportunity for an experienced regulatory leader to establish and lead a new Network Resilience function at Energy Safe Victoria, within the Legal, Governance and Regulatory Policy division.

You will oversee how electricity distribution businesses deliver on commitments to strengthen network resilience, improving reliability and reducing the impact of severe weather. Backed by new legislation, your team will assess delivery plans, monitor performance, and drive accountability through transparent reporting and appropriate compliance and enforcement tools.

Your team may also be engaged to support other areas to assess complex regulatory submissions and to develop positions and submissions on strategically significant issues to influence government policy and legislative change.

As Manager, you will provide strategic and operational leadership, ensuring strong governance, sound decision-making, and delivery of statutory obligations. You will also help translate policy into practical regulatory outcomes across complex technical and stakeholder environments.

This role will suit an experienced leader who enjoys building new functions and delivering meaningful regulatory impact.

You will contribute by:
  • Partnering with senior leaders to shape divisional strategy and priorities
  • Building and leading a high-performing team, strengthening regulatory capability and accountability
  • Designing and delivering an end-to-end regulatory framework, including assessment, monitoring, reporting and enforcement
  • Translating policy and legislation into practical, effective regulatory approaches
  • Providing clear, high-quality advice and briefings to executives, commissioners and ministers
  • Offering insight on regulatory risks, sector performance and emerging issues
  • Building trusted relationships across industry, government and key stakeholders
  • Leading complex negotiations and representing Energy Safe Victoria in senior forums
  • Ensuring strong governance, transparency and auditability of decisions
  • Proactively managing risk and performance to drive continuous improvement
To be successful, you'll have:
  • Relevant tertiary qualifications in public policy, law, commerce, economics or a related field.
  • Proven experience in regulatory or compliance roles, ideally within energy, infrastructure or a related sector.
  • Strong track record in regulatory delivery, including assessing complex submissions, monitoring compliance and applying enforcement frameworks.
  • Ability to interpret legislation and translate policy into practical, effective regulatory approaches.
  • Demonstrated leadership experience delivering complex programs within statutory timeframes.
  • Excellent stakeholder engagement and influencing skills, including at senior levels.
  • Strong communication skills, with experience preparing high-quality executive and ministerial briefings.
  • Strategic thinker with sound judgement, able to navigate complex and evolving environments.
  • Understanding of energy networks and resilience planning (desired).
  • Understanding of the Victorian and National economic and safety regulatory frameworks applying to the energy sector (desired).
