We are now seeking a Head of Information Governance to provide strategic leadership across our information governance landscape and ensure CITB continues to meet the highest standards of data responsibility, security, and compliance.
About the Role
As the organisation’s leading authority on information governance, you will:
- Set and deliver the strategic direction for information governance across CITB
- Ensure full compliance with data protection legislation and regulatory frameworks
- Lead the development of a strong, organisation-wide culture of data responsibility
- Oversee the governance of all CITB data and information assets
- Manage and mitigate information-related risk across the organisation
- Act as a trusted advisor to senior stakeholders on governance, privacy, and data ethics
- Champion best practice in data security, integrity, and lifecycle management
What you’ll be doing:
Information Governance Strategy
- Develop, implement, oversee and maintain CITB’s strategy on information governance and data privacy.
- Oversee and establish frameworks and best practices to ensure efficient information governance, data management and protection and use across CITB.
- Implement effective thought leadership for information governance within CITB.
- Active decision making and communication of the same in respect of project benefits, risks and issues to ensure that expected outputs are achieved. Decisions are likely to concern technology investments, policy updates, strategic planning and overall governance strategies.
- Uphold high standards of confidentiality, discretion, and integrity, particularly with respect to all sensitive and/or confidential information
Stakeholder Engagement
- Engage with Leadership and Senior Leadership Teams across CITB) to ensure that data governance objectives align with organisational priorities, goals and strategies.
- Collaborate with key stakeholders including (amongst others) Technology & Change, Legal, Audit & Risk, Corporate Governance, HR and Finance to ensure alignment and effective information management practices.
- Provide CITB’s Executive and Board of Trustees with strategic steer, direction and framework for information governance.
- Keep the Executives and Board of Trustees informed regarding their obligations under any relevant regulatory or legal requirements.
- Monitor and report on compliance to the Audit & Risk Committee and any other Committees or Steering Groups as required.
Information Governance Framework
- Work closely with the Information Governance Manager and Data Privacy Manager to advise, review and sign off on information governance and data privacy policies, procedures and standards for information/data access, quality, retention, records management and deletion and ensure that the procedures and policies are being followed.
- Lead the Information Governance Team in maintaining data classification system to ensure that information is appropriately handled based on severity, sensitivity and business need.
Team Leadership and Management
- Manage and lead the Information Governance Team as a whole and directly manage the managers within the Team (the Data Privacy Manager and Information Governance Manager).
- Oversee the recruitment and development within the information governance function to ensure that the necessary resources and personnel are in place to achieve effective information governance.
- Manage and lead on external audit requests relevant to Information Governance (e.g. NAO).
- Oversee the information governance risk management strategy.
- Support the Information Governance Manager and Data Privacy Manager to oversee the identification and mitigation of risks relating to data protection, security and information governance. In particular:
- Work closely with the Data Privacy Manager to ensure compliance with data protection regulations and laws.
- Work closely with the Information Governance Manager to oversee audits and assessments (which are managed by the Information Governance Manager) to ensure ongoing compliance, address any gaps, and mitigate any risks.
- Implement a robust data breach management procedure and oversee CITB’s data breach response and mitigation procedures.
Training
- Ensure that training programmes are delivered to CITB colleagues to raise awareness of information governance, compliance, records management and security and to deliver information governance best practice.
- Lead and mentor the Information Governance Team to provide ongoing support across CITB to ensure adherence to the information governance policies.
About you
You will be an experienced information governance professional with a strong track record of operating at a senior level in complex environments.
You will bring:
- Deep expertise in data protection, information governance, and regulatory compliance
- Strong leadership skills with the ability to influence at executive level
- Experience shaping and embedding governance frameworks across large organisation
- A clear commitment to building a culture of accountability and data responsibility
- The confidence to act as a strategic advisor on risk, compliance, and information strategy
What we’re looking for:
- Educated to degree level or equivalent.
- Must have, or be willing to undertake, relevant information governance qualification or certifications (for example, CIPP, CDMP, CIPM, CRM).
- At least 7 years of recent experience in information governance, data management, compliance or a related field and preferably gained in a Public Sector/ ALB setting, with at least 4 years ina leadership role.
- Strong understanding of data privacy laws, regulatory requirements and best practices for information management and data protection.
- Experience with the implementation of information governance frameworks, risk management strategies and data governance technologies.
- Excellent leadership, communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams and senior leadership.
- Strong knowledge of other business disciplines in order be able to resolve issues that have an impact beyond own professional discipline.
- Proven experience in managing relationships with vendors, IT teams and internal stakeholders.
- A strong understanding of the latest developments within the profession.
- Proven experience in successfully managing a team and demonstrated experience in developing and motivating technology teams.
- Excellent analytical skills.
- Excellent interpersonal, communication (written, oral, presentation, facilitation), networking and negotiation skills.
- Experience in contributing towards planning, budgeting and policy development.
- Experience of successful delivery of change projects across multiple teams.
- Achieved level 5 in coaching and mentoring is beneficial.
Other Requirements
- Travel as required throughout UK.
- Overnight stops as required.
- Flexible approach to working hours to meet deadlines.
