Trigyn's direct government client based out of Waterbury, Vermont, has an immediate long-term opportunity for Organizational Change Management (OCM) Consultant. The particulars of the position are as follows.
Description:
The Organizational Change Management (OCM) Consultant will provide full-time, specialized support for the Integrated Eligibility & Enrollment (IE&E) Program.
The consultant will support the full Prosci OCM lifecycle, responsibilities include, but are not limited to:
Change Strategy & Planning (Awareness + Desire)
? Develop, maintain and update (as needed) a comprehensive OCM Strategy aligned with PROSCI best practices.
? Conduct stakeholder analyses, change impact assessments, and readiness assessments.
? Identify organizational risks and resistance points; recommend mitigation strategies.
? Align OCM strategy with Integrated Eligibility System implementation roadmap, procurement milestones, and vendor deliverables.
? Establish change governance roles, including change champions and business leads.
? Support the Senior OCM Lead in defining OCM integration points with project governance.
Communications & Engagement (Awareness + Desire)
? Develop and execute a Communications Plan tailored to internal and external audiences.
? Create branding, messaging, and awareness materials to support user adoption.
? Maintain and update the external Modernization website.
? Draft newsletters, FAQs, talking points, leadership messages, and public-facing communications.
? Facilitate stakeholder engagement sessions, roadshows, and feedback loops.
? Ensure vendor messaging and training materials are consistent with State and Integrated Eligibility System standards and branding.
Training Alignment & Adoption Support (Knowledge + Ability)
? Coordinate closely with the vendor?s full-time training resource to ensure alignment with State needs.
? Support development of training readiness activities, including audience segmentation and scheduling.
? Develop supplemental training materials needed to support State training teams (job aids, quick reference guides, etc.).
? Support UAT readiness and operational transition planning.
? Track adoption indicators and readiness metrics.
Implementation Support (Ability)
? Lead execution of OCM activities during design, development, testing, and deployment.
? Facilitate change champion networks and cross-agency collaboration.
? Monitor stakeholder sentiment and readiness; escalate risks as needed.
? Ensure OCM activities are integrated with vendor implementation plans.
Sustainability & Transition (Reinforcement)
? Develop a sustainability plan to transition OCM responsibilities to State teams post-implementation.
? Provide mentoring, documentation, and training to ensure long-term adoption.
? Support reinforcement activities, including post-go-live assessments and continuous improvement.
Vendor Coordination
The OCM Consultant will:
? Serve as the client?s primary OCM liaison with the vendor.
? Ensure vendor OCM and training deliverables align with State expectations, branding, and readiness needs.
? Participate in vendor planning, design, and implementation sessions.
? Review vendor communications, training materials, and change artifacts for accuracy and alignment.
? Coordinate joint communications and stakeholder engagement activities.
Oversight & Assessment
The OCM Consultant will:
? Monitor OCM activities for alignment with CMS, FNS, and State modernization requirements.
? Conduct impact assessments and risk analyses, recommending mitigation strategies.
? Provide regular updates to the IE&E Program Director and Steering Committee.
? Support IV&V reviews and respond to findings related to OCM, communications, or readiness.
? Evaluate effectiveness of communications, stakeholder engagement, and adoption strategies.
Project Management Expectations
To ensure autonomous execution, the OCM Consultant is expected to:
? Develop and maintain a detailed OCM work plan aligned with PROSCI methodology.
? Track deliverables, dependencies, and risks using standard project management tools.
? Facilitate regular status meetings with the Senior OCM Lead, vendor partners, and program leadership.
? Prepare executive-level updates, dashboards, and decision support materials.
? Manage timelines, scope, and resource coordination across State and vendor teams.
? Preferred qualifications include PROSCI certification, PMP, or equivalent experience managing complex, multi-agency change initiatives.
? Develop weekly PSR to be submitted to the State OCM Lead.
