Position Overview
We are seeking an experienced Programming Analyst/Application Developer to support and maintain complex, multi-tier applications and databases in a large public-sector human services environment.
The successful candidate must have extensive hands-on experience with Natural, Adabas, SQL, Linux, and Software Development Life Cycle practices. This position will evaluate business needs, design technical solutions, develop and enhance applications, troubleshoot production issues, perform testing, and maintain critical systems.
The developer will work closely with customers, business stakeholders, technical teams, and management to gather requirements and deliver solutions that support organizational objectives. The selected consultant must also participate in a rotating on-call schedule.
Key Responsibilities
- Develop, maintain, and enhance complex multi-tier applications using Natural and Adabas.
- Analyze business, customer, and system requirements.
- Work directly with stakeholders to define business needs and translate them into technical solutions.
- Design and implement application and database enhancements.
- Write and maintain SQL queries and database-related components.
- Troubleshoot application, database, and system-performance issues.
- Identify technical issues and participate in issue resolution and process improvement.
- Evaluate current systems and recommend appropriate technical solutions.
- Support application testing, implementation, production deployment, and ongoing maintenance.
- Participate throughout the complete Software Development Life Cycle.
- Perform system analysis, design, coding, QA testing, implementation, and maintenance.
- Support large applications used within human services programs.
- Participate in a rotating on-call support schedule.
- Communicate technical concepts, risks, and solutions to technical and nontechnical stakeholders.
- Manage assignments independently while meeting project deadlines.
Minimum Mandatory Qualifications
Candidates must clearly demonstrate the following experience on their resumes:
- 10 or more years of Natural, Adabas, and SQL development experience.
- At least 7 years of practical experience supporting State Department of Human Services systems.
- Advanced experience designing, implementing, maintaining, and enhancing large applications using Natural.
- Hands-on Adabas database experience.
- Experience using SCL in a Linux environment.
- Proficiency writing SQL queries.
- Experience working with customers and stakeholders to gather and formulate business requirements.
- Ability to define and implement new technical direction.
- Experience participating in technical issue resolution and process refinement.
- Experience applying Software Development Life Cycle practices.
- Strong application analysis, design, coding, testing, implementation, and maintenance experience.
- Strong analytical, troubleshooting, and problem-solving abilities.

Preferred Qualifications
- Experience with Microsoft SQL Server.
- Strong working knowledge of Unix/Linux operating systems.
- Familiarity with SCL.
- Experience with Lean or Agile development practices.
- Experience with SAFe, Scrum, Kanban, XP, or similar methodologies.
- Experience supporting Electronic Benefits Transfer or human services eligibility and benefits systems.
- Experience working in highly regulated public-sector environments.
Agile familiarity is preferred but is not identified as a mandatory requirement.
Ideal Candidate Profile
The ideal candidate is a senior Natural/Adabas developer with at least 10 years of application-development experience and extensive knowledge of State human services systems.
The strongest candidate will have:
- Recent Natural and Adabas development experience.
- At least seven years supporting State Department of Human Services applications.
- Strong SQL development and database-analysis skills.
- Experience supporting large, mission-critical, multi-tier systems.
- Full SDLC ownership from requirements through production maintenance.
- Experience working directly with business stakeholders and customers.
- Strong Linux or Unix experience.
- Advanced QA testing and production-support experience.
- Ability to participate in an on-call rotation.
- Experience resolving complex application and database problems with minimal supervision.
