Job Title: Cost Estimator

RESPONSIBILITIES

  • Assist with the development and refinement of Government Cost estimation models.
  • Develop, maintain, and update credible, defensible, and replicable cost estimates, including Life-Cycle Cost Estimates, Independent Government Cost Estimates, Cost/Budget Excursions, ROMs, and Program Contractor Cost Estimates to support POM submissions.
  • Ensure all cost estimates adhere to applicable program documents such as the Cost Analysis Requirements Description (CARD) and Work Breakdown Structure (WBS).
  • Assess technical requirements, program performance, cost, and schedule risks, integrating risk and uncertainty into estimates.
  • Consult technical experts and document rationale and sources for risk assessment.
  • Use government-approved cost estimating software and databases like CADE to perform evaluations.
  • Document all methodologies, assumptions, and data sources thoroughly in accordance with DoD and local guidelines.
  • Assist in developing Program WBS to ensure compliance with standards such as MIL-STD-881F.
  • Collect, normalize, and document software, cost, and schedule performance data from relevant historical programs.
  • Prepare detailed reports, presentations, and documentation to justify cost estimate results and assumptions.
  • Participate in formal cost estimate reviews and prepare Cost Estimate Review (CER) presentations.
  • Develop Cost Analysis Requirements Descriptions (CARD) and ensure their compliance with relevant standards and guidelines.
  • Review incoming funding documents for accuracy and completeness.
  • Manage payments, update funding logs, and process financial documentation for the organization.
  • Analyze budget proposals, funding requests, and perform cost-benefit analyses.
  • Monitor spending, prepare budgets, and assist with financial planning, including congressional submissions and program planning documents.
  • Conduct estimations and forecasting of future financial needs related to defense programs.

REQUIREMENTS

  • 8+ years of DoD cost estimation, financial planning, and analysis experience
  • 5+ years of experience working within a DoD Program/Budget Execution office
  • Extensive experience developing and refining Government Cost estimates, including Life-Cycle and IGCEs, for all phases of acquisition
  • Proven ability to develop Cost Analysis Requirements Descriptions (CARD)
  • Experience preparing comprehensive reports, presentations, and justifications for senior leaders
  • Strong data gathering and analytical skills with experience making recommendations to senior officials
  • Experience preparing spend plans, budget exhibits, and tracking financial metrics
  • Deep experience reviewing and creating MIPRs for government approval
  • Knowledge of DAI
  • Ability to work with classified systems and environments
  • Excellent organizational, project management, and problem-solving skills
  • Effective stakeholder management and communication skills with clients and senior management
  • Proficiency in MS SharePoint, Word, PowerPoint, Teams, Excel, and Outlook
  • Desired Skills
  • Prior federal government, professional services, or consulting experience; certifications such as ICEAA, DAWIA Cost Estimating, CDFM, PMP, ITIL, Lean, Scrum, SAFe, Agile; knowledge of cybersecurity and cloud architectures; experience on large projects.

  • Bachelor's Degree in a related field
