Job Description

Duties As a QUALITY ASSURANCE SPECIALIST - TITLE 32, GS-1910-9, you will develop the Quality Management Plan (QMP) that documents the management and operational policies and procedures. Review policies and procedures. Develop plans to evaluate and improve quality of maintenance production and work processes. Conduct evaluations to identify problem areas, failure trends, faults, and other deviations from quality standards. Develop local regulations and/or operating instructions. Prepare quality assurance operating instructions, local forms, checklists, and other material.

Serve as quality assurance authority in the AASF. Maintain the AASF master li brary and manage technical publications accounts. Monitor the AASF publication improvement system. Manage the Safety-of-Flight (SOF) and Aviation Safety Action Message (ASAM) programs and review incoming SOF/ASAM for applicability to AASF supported equipment. Evaluate technical and materiel requirements for compliance. Monitor aircraft acceptance/transfer inspections, aircraft configurations, and component time-change requirements. Manage the weight and balance program.

Perform command directed quality/special inspections. Perform inspections of maintenance shops for safety and condition of equipment. Monitor cali bration of shop and test equipment to ensure serviceability. Investigate equipment failure trends on aircraft airframes and components and systems. Review and evaluate quality compliance inspections performed by production units. Serve as the primary point of contact (POC) to, and provides liaison services between, the AASF and external organizations regarding QA matters. Perform other duties as assigned.

CONDITIONS OF EMPLOYMENT: You must maintain membership in the Kentucky National Guard. You must be assigned to a compatible military position. Wear of the military uniform. Position may require a pre-employment physical. May be subject to furlough actions. May be required to successfully complete a trial period. Participation in direct deposit is mandatory. Must obtain and maintain a favorable adjudication of a T3 or equivalent investigation. Acceptance of a Federal position may terminate a military bonus. Acceptance of a Federal position will terminate Tricare eligibility.

This position is located on a tobacco free facility. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Contr ol Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications MINIMUM REQUIREMENT: Experience planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 24 months experience involving principles, techniques and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems). Experience in the application and theory of specialization using applicable publications. Experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action.

EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment. (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only and unspecified work schedule will result in disqualification.
