Licensing Manager

Location: Cheshire

Salary: TBC

Working Pattern: Flexible / hybrid options available

Venn Group are supporting a Local Authority in the North West to recruit a Licensing Manager on a permanent basis.

This is an excellent opportunity to lead a key frontline regulatory service, ensuring the effective delivery of licensing functions that promote public safety and compliance across the borough.

The Role

As Licensing Manager, you will lead and develop the Council’s licensing service within Legal Services, ensuring high-quality, legally compliant delivery across all functions.

Key responsibilities include:

  • Leading and managing the Licensing Team and overall service delivery
  • Overseeing the administration and enforcement of licences, permits and consents
  • Acting as the technical lead on complex licensing matters
  • Developing, implementing and reviewing licensing policies
  • Managing service performance, KPIs and continuous improvement initiatives
  • Overseeing budgets, income streams and financial performance
  • Advising stakeholders, members and partners on licensing legislation and compliance
  • Leading enforcement activity and representing the Council in court where required
  • Building strong partnerships with external agencies including Police and regulatory bodies
About You

To be successful in this role, you will have:

  • Extensive knowledge of licensing law and enforcement practices (including Licensing Act 2003 and Gambling Act 2005)
  • Proven experience managing staff and driving service performance
  • Strong experience developing and reviewing statutory policies
  • Experience presenting reports and attending hearings/committees or court
  • Excellent leadership, communication and organisational skills
  • Experience managing budgets and delivering service improvements

A full UK driving licence and access to a vehicle is essential.
