Market Infrastructure Firm - Previous Metals consultant

Our client is a newly established financial market infrastructure organisation supporting the development and oversight of a precious metals clearing and settlement ecosystem.

This person will help the client establish the appropriate oversight framework for designated precious metals/vault operators — so understanding physical gold/vault operations, Loco London market practices, custody arrangements, controls and how vault operators should be governed and overseen is particularly relevant.

We are looking for an individual with precious metals / Loco London & vault operations experience, especially physical vault security. This will be a review-phase, 3 month piece of work with possible extension.

Knowledge domain:

1. Direct physical-bullion experience;
2. Understanding of Loco London market structure; LBMA requirements and vault operations incl.; receipt/release; bar-level records; weighing/authentication; stock reconciliation; chain of custody
3. Direct high-security facility or vault experience; construction/security design; access controls; CCTV; alarms; guarding; dual control; insider threat; testing and incident response. Prefer bullion/cash/high-value assets experience

The individual will be working as part of a team though also leading on:

1. Regulatory/policy framework design;
2. Drafting standards, guidelines and supervisory criteria;
3. Developing operational risk and controls;
