Job Description

Job Title:Product Manager

Location: Harrisburg, PA

Duration: 12 Months + Extension

Bill Rate: $69/hour

Job Type: W-2 Contract

Client: To Be Discussed Later

Work Authorization: US-Citizen, H-1B, OPT-EAD, GC-EAD


Primary Responsibilities :

  • Own the product vision, strategy, and roadmap for the CAI application modernization initiative.
  • Elicit, document, prioritize, and manage business and functional user stories from stakeholders across the Commission.
  • Translate business needs into clear user stories, acceptance criteria, and product backlog items.
  • Collaborate with solution architects, developers, UX/UI designers, and vendors to define modern technical approaches, including potential platform, architecture, and integration decisions.
  • Prioritize features and technical work based on business value, risk, dependencies, and strategic goals.
  • Facilitate agile ceremonies (backlog refinement, sprint planning, reviews, and retrospectives) as needed.
  • Serve as the primary liaison between business stakeholders and the technical delivery team.
  • Define success metrics and KPIs for the modernized CAI application and track progress against them.
  • Support change management, user adoption, and training efforts related to the modernized solution.
  • Ensure the product aligns with Commonwealth and PA PUC standards for security, accessibility (WCAG), data privacy, and compliance.
  • Identify risks, dependencies, and impediments and drive resolution.
  • Provide regular status updates and recommendations to IT leadership and business sponsors.


Required Technical Skills :

  • Experience as a Product Manager leading $10M large scale public sector modernization efforts
  • Demonstrated experience modernizing legacy applications or leading digital transformation projects
  • Strong experience gathering user stories from diverse business stakeholders and converting them into actionable product backlogs
  • Working knowledge of Agile/Scrum methodologies and tools (Azure DevOps, Jira, or similar).
  • Experience with overseeing and testing of large data conversions
  • Excellent written and verbal communication skills, with the ability to communicate effectively with both technical and non-technical audiences
  • Strong organizational and prioritization skills with the ability to manage competing demands.
