Job Description

I am currently working with a leading infrastructure organisation who are seeking a Proposals Manager to join their Work Winning team on a 12-month fixed term contract. This role is based in Birmingham, with some travel required to bid locations.


This is a fantastic opportunity to join a high-performing team and play a key role in securing major projects across sectors including highways, rail, infrastructure and engineering. You will be responsible for leading the development of high-quality PQQ and tender submissions, working with Bid Managers, technical teams and subject matter experts to create compelling, client-focused responses.


Main duties:


  • Lead and manage the development of high-quality PQQ and bid submissions
  • Act as quality lead on key opportunities, coordinating bid writers, technical contributors and wider teams
  • Manage the end-to-end proposals process, ensuring submissions are compliant, persuasive and aligned with client requirements
  • Analyse tender documentation and evaluation criteria to develop effective response strategies
  • Lead answer planning workshops and review sessions
  • Write, review and edit high-quality bid responses to maximise scoring potential
  • Provide guidance and feedback to bid writers and subject matter experts
  • Support continuous improvement through bid best practice, templates and processes
  • Work with internal teams to share knowledge and improve the overall bid approach


About you:


My client is looking for an experienced bid professional with a strong background in proposals management and bid writing. You will have experience managing complex tender submissions and be comfortable working with multiple stakeholders across a business.

Ideally, you will have experience within highways, rail, infrastructure, construction or engineering environments, with the ability to understand technical information and turn it into clear, persuasive and engaging responses.


You will have excellent written and verbal communication skills, strong organisational abilities and the confidence to lead and influence bid teams. Experience using Shipley or APMP methodologies would be advantageous.
