QA/QC Program Manager (Owner's Representative) - Hyperscale Data Center
Location: Ann Arbor, MI (Project Located in Saline, MI)
Job Type: 24-Month Contract
Schedule: 100% Onsite
Pay Rate: $65-$125/hour DOE
Overtime: Paid at 1.5x Rate
Relocation/Per Diem: Up to $4,000/month available for qualified candidates relocating for the project
About the Opportunity
We are seeking an experienced QA/QC Program Manager to develop, implement, and lead a comprehensive quality program for a major hyperscale data center development.
This is a unique opportunity to work directly on the owner's side and establish the quality standards, processes, metrics, and governance that will drive successful project delivery from design through commissioning and turnover.
The ideal candidate will have experience creating and managing enterprise-level QA/QC programs for large-scale construction projects and possess a strong understanding of mission-critical infrastructure environments.
This is a strategic leadership role, not a field quality inspector position.

- Serve as the Owner's Representative for all quality-related project activities.
- Develop and implement a comprehensive QA/QC program for a hyperscale data center project.
- Establish quality standards, reporting frameworks, inspection procedures, testing requirements, and performance metrics.
- Create and maintain project-wide quality management processes.
- Lead quality audits, compliance reviews, and quality assessments throughout the project lifecycle.
- Support commissioning and turnover activities to ensure quality requirements are achieved.
- Review documentation, test reports, inspection records, and project deliverables.
- Track quality trends and identify opportunities for continuous improvement.
- Partner with contractors, consultants, commissioning teams, and project stakeholders to ensure quality expectations are met.
- Drive accountability across all teams while maintaining alignment with owner objectives.
- Develop corrective action plans and monitor resolution of quality issues.
- Provide regular updates and reporting to project leadership.
Required Qualifications
Must-Have Experience
- Experience developing and implementing QA/QC programs on large-scale construction projects.
- Previous experience serving as an Owner's Representative or working directly on the owner side of a project.
- Experience leading quality audits, compliance reviews, and commissioning-related quality activities.
- Strong understanding of quality management systems, reporting procedures, inspections, testing requirements, and turnover processes.
- Experience driving accountability across contractors, consultants, and stakeholders.
- Exceptional communication, leadership, and documentation skills.
Highly Preferred
- Hyperscale data center experience.
- Experience supporting mission-critical facilities.
- Experience building enterprise-level QA/QC programs from the ground up.
- Knowledge of commissioning processes and turnover requirements in complex infrastructure projects.
