Job Description

HyerTek is a federal technology consulting firm delivering secure enterprise applications, data analytics, and modernization services to federal government agencies. HyerTek is hiring a Sr. Systems Business Analyst / Requirements Lead to own the requirements baseline, functional design, and business-rule integrity for the enterprise systems we build and modernize. You will translate system requirements into clear documentation for engineers to build solutions and testers to verify them, and you will own the traceability that proves we delivered what the Government asked for.
This is a hands-on, decision-forcing role. You will work embedded with a delivery team of cloud, DevSecOps, full-stack, cybersecurity, analytics, and QA engineers rather than sitting in a separate business-analysis organization, and you will be the single authoritative source of answers when the team hits an ambiguous rule mid-sprint. Location: Candidate must be located in the Washington, DC, metro region. Some work is performed in accredited/SCIF facilities. Responsibilities: • Own the system requirements specification and the Requirements Traceability Matrix as the program's system of record for scope, maintained under change control and reviewed at every phase gate against a 100%-traced standard. • Write atomic, testable requirements and acceptance criteria that QA automation engineers can build against directly, and that map cleanly to contract deliverables and performance standards. • Lead business-rule validation end to end — prepare the validation instrument, facilitate working sessions with servicing stakeholders, capture determinations, convert them to change requests, and confirm each correction is recorded in the delivery trail. • Maintain the assumptions register: what the system assumes, where the assumption takes effect, which Government authority validates it, and its current disposition — so that no unvalidated default reaches production unnoticed. • Elicit and adjudicate requirements across offices with competing authority • Model the business processes the system implements • Produce functional design documentation — process models, journey and status mappings, workflow and routing specifications, and candidate-to-employee data mappings with field-level provenance • Author and maintain in-application help and end-user and administrator documentation, written around what each screen refuses and why, and keep it current against real help-desk ticket feedback. • Own the business data dictionary — the authoritative definition of every business term the analytics team builds a semantic model against. • Draft and shepherd Privacy Act artifacts (Privacy Act statements at each collection point, SORN identification, routine uses), support Privacy Impact Assessments, and establish federal records-retention schedules and their enforcement requirements. • Own the Section 508 / WCAG 2.1 AA accessibility plan and remediation tracking, coordinating automated coverage with QA and remediation with development • Serve as product-owner proxy for the delivery team: groom and prioritize the backlog against phase-gate commitments, write the stories the team works, and support user acceptance and Government acceptance events. • Produce as-built functional documentation and training material suitable for customer handoff and transition. Requirements • 8+ years as a business, systems, or functional analyst on federal programs, including at least one program with a formal requirements baseline under change control. • Demonstrated ownership of a Requirements Traceability Matrix through Government phase gates or milestone reviews — traceability produced and defended, not inherited. • Proven elicitation and facilitation with senior Government stakeholders; ability to run a working session that produces signed determinations rather than notes. • Strong process modeling (BPMN or equivalent), data mapping, and data dictionary authorship. • Excellent structured technical writing in plain language — able to write for an end user and for a contracting officer in the same week. • Authoring in Markdown within Git, using branches, pull requests, and commit history as the audit record; comfortable reviewing a diff. • Sufficient technical literacy to read application code and SQL well enough to confirm that documentation matches system behavior and to locate a business rule in source. • Working knowledge of CUI handling (32 CFR 2002, DoDI 5200.48), the Privacy Act and SORNs, federal records management, and Section 508 / WCAG 2.1 AA. • Comfort working independently across multiple concurrent engagements. • Candidates must have and maintain an active TS, but preferably a TS/SCI clearance with the Department of Defense. • DoD 8570/8140 baseline certification (Security+ CE). This position requires U.S. citizenship and an active TS clearance with the Department of Defense.
