Description Join ICF's IT Modernization Team - Where Innovation Meets Impact Our IT Modernization division is seeking a skilled GitHub System Administrator to support enterprise software delivery and DevOps transformation initiatives. In this role, you will administer, configure, and optimize GitHub as a mission-critical platform, enabling teams to collaborate efficiently, maintain code quality, and deliver secure, scalable solutions. This position plays a key role in supporting federal or enterprise environments by ensuring GitHub is properly governed, integrated, and aligned with organizational standards for security, compliance, and performance.
What You'll Do as a Git Hub System Administrator The GitHub System Administrator is responsible for maintaining the health, security, and scalability of the GitHub ecosystem. This includes repository management, access control, automation, integration, and support for CI/CD workflows. Platform Administration & Configuration
- Administer GitHub organizations, repositories, and teams.
- Configure repository settings, branch protection rules, and access controls.
- Manage user roles, permissions, and team structures following least-privilege principles.
- Establish and enforce governance standards for repository naming, structure, and usage.
- Configure GitHub Projects, Issues, Discussions, and Wikis for collaboration. Automation & Workflow Management
- Design, implement, and maintain GitHub Actions workflows for CI/CD pipelines.
- Automate routine tasks such as issue triaging, labeling, and notifications.
- Optimize workflows for performance, scalability, and reliability.
- Integrate GitHub with external CI/CD tools where applicable. Integration & API Management
- Configure and manage integrations with third-party tools (e.g., CI/CD platforms, security scanners, etc.)
- Manage GitHub Apps, OAuth Apps, and webhooks.
- Troubleshoot API-related issues and ensure secure connectivity with external systems.
- Maintain and rotate API tokens, secrets, and credentials securely. Security & Compliance
- Implement and monitor security best practices, including branch protection rules, secret scanning, dependabot alerts, code scanning (SAST), etc.
- Conduct access reviews and ensure compliance with organizational and federal security requirements.
- Manage audit logs and support compliance reporting.
- Enforce policies for secure coding and repository usage. Environment & Release Support
- Support release management processes, including tagging, versioning, and release notes.
- Coordinate deployments across environments in collaboration with DevOps and engineering teams.
- Maintain consistency across development, staging, and production repositories.
- Support rollback strategies and incident recovery. Data & Repository Management
- Oversee repository lifecycle management (creation, archival, deletion).
- Manage large file storage (Git LFS) and repository performance optimization.
- Support data migration between repositories or from other version control systems.
- Ensure backup and recovery strategies are in place. Troubleshooting & System Support
- Diagnose and resolve issues related to repositories, permissions, workflows, and integrations.
- Provide Tier 2/Tier 3 support for GitHub-related incidents.
- Collaborate with developers and DevOps teams to resolve build and deployment issues.
- Support QA and testing workflows integrated with GitHub. Collaboration & Stakeholder Communication
- Work closely with developers, business analysts, DevOps engineers, and security teams.
- Document system configurations, workflows, and troubleshooting procedures.
- Provide guidance and mentorship to junior team members on GitHub best practices.
- Deliver training sessions and onboarding support for new GitHub users.
Basic Qualifications
- 3+ years of experience administering GitHub (Enterprise Cloud or Server).
- Strong understanding of Git version control concepts (branching, merging, pull requests).
- 3+ years of hands-on experience with GitHub Actions and CI/CD workflows.
- 3+ years of experience managing user access, permissions, and repository governance.
- Familiarity with REST APIs and integration troubleshooting.
- Ability to obtain and maintain a Public Trust clearance (for federal environments).
- U.S. Citizenship required
Preferred Qualifications
- Bachelor's degree in Information Systems, Computer Science, or related field
- 3+ years of experience with GitHub Enterprise administration.
- Knowledge of security tools integrated with GitHub (e.g., Snyk, CodeQL).
- Understanding of compliance frameworks (e.g., FedRAMP, NIST).
- 3+ years of experience supporting cloud platforms (AWS, Azure, or GCP).
- 1+ years of prior experience in federal or public sector environments.
- Ability to support multiple release cycles and deployment pipelines. Preferred Certifications
- GitHub Certified Administrator or GitHub Actions Certification
- AWS / Azure DevOps certifications

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position based on full-time employment is :
$81,499.00 - $138,549.00 Nationwide Remote Office (US99)
