Senior Technical Business Analyst

Job Description
We are seeking a Senior Technical Business Analyst to support a large-scale federal technology program. This role sits at the intersection of business process analysis and technical systems work, translating stakeholder needs into clear requirements, driving Agile delivery, and validating system quality through hands-on testing. The ideal candidate is a strong communicator who is equally comfortable facilitating requirements sessions and writing complex SQL queries.
Key Responsibilities
• Analyze business processes to identify, define, and document system requirements.
• Write complex SQL queries, joining multiple tables and performing data transformations.
• Collaborate with cross-functional teams to achieve common goals, including facilitating meetings and sharing information.
• Write clear, concise, and actionable user stories that accurately capture stakeholder requirements.
• Conduct manual testing, including test plan and test case development and execution.
• Create and maintain Data Flow Diagrams and develop Use Cases.
• Identify data anomalies, inconsistencies, or errors and recommend effective solutions.
• Communicate analytical results and technical information clearly to both technical and non-technical audiences.
Required Qualifications
• Master''s degree and 5+ years of relevant experience, Bachelor''s degree and 7+ years of experience, or 13+ years of experience in lieu of a degree.
• Proficient in defining system documentation requirements based on input from technical personnel.
• Experience creating test plans, test cases, and executing tests.
• Strong experience working within an Agile methodology.
• Knowledge of Software Development Life Cycle (SDLC) and CMMI Level 3 methodologies.
• Knowledge of requirements gathering methodologies and documentation standards.
• Strong experience with tools used to manage requirements.
• Strong communication and technical writing skills.
• Self-managed with the ability to mentor others.
• Ability to work independently and manage multiple tasks in a fast-paced environment.
• Ability to adapt to changing priorities and requirements while maintaining high-quality deliverables.
• Must be able to obtain and maintain a Public Trust clearance.
• Must be willing to work on-site five days per week.
Preferred Qualifications
• Knowledge of data analysis tools and business intelligence platforms (e.g., Tableau, MicroStrategy, WebFOCUS).
• Experience working on federal government contracts.
• Database experience such as Oracle, DB2, SQL Server, and JDBC.
• Familiarity with project management frameworks.
• Experience supporting a federal benefits or social services agency is a plus.
• Agile certification is desired.
