Job Description

SUMMARY

Responsible for full-stack application development on the Decennial Budget Integration Tool (DBiT) Support Services contract with the U.S. Census Bureau (USCB). Design, build, enhance, and maintain DBiT business logic, data-access layers, and user interfaces. Work from the approved product backlog to build frontend features using Angular and React and backend services using Java and related frameworks. Develop RESTful services and microservices where appropriate and partner with server administrators to automate builds, tests, and deployments through the CI/CD pipeline.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Work in an Agile Scrum execution team to ensure all contract deliverables, program milestones, and reporting requirements are met in support of program objectives.
  • Provide IT systems analysis to develop new or modify existing business, functional, and technical requirements.
  • Develop new software functionality, modify existing functionality, and maintain and optimize the existing codebase.
  • Build applications using frontend frameworks such as Angular and React and backend technologies such as Java and related frameworks, including Hibernate, Stripes, Spring, and similar technologies.
  • Ensure development adheres to existing ADSD standards for programming, user interface, and configuration management.
  • Work directly with server administrators to design and configure automated builds, tests, and deployments across environments using Jenkins and GitHub Actions and established version- and release-management policies.
  • Support the modernization of legacy code and the automation of manual processes through the CI/CD pipeline.
  • Maintain code, scripts, and configuration files in source control (GitHub Enterprise) in accordance with agency and industry standards, with traceability back to the originating Jira work item.
  • Use Jira to manage assigned work and request approval for changes and deployments.
  • Document business requirements, processes, procedures, meeting notes, and newly discovered requirements in Confluence, keeping the team's knowledge repository current and preventing knowledge silos.
  • Participate in Agile Scrum activities, including daily standups, sprint planning, and retrospectives, translating priorities into committed, traceable work.
  • Maintain regular and punctual attendance.
  • Perform other duties as assigned.

 

SUPERVISORY RESPONSIBILITIES

May provide technical guidance and peer review to mid-level and junior developers; no direct supervisory authority.

MINIMUM QUALIFICATIONS

  • Must be able to meet and maintain eligibility requirements for a Public Trust position in accordance with Department of Commerce and OPM requirements. U.S. work authorization is required.
  • Bachelor's degree in Computer Science, Software Engineering, Information Systems, or a related field. Master's preferred. Additional experience may substitute for the degree.
  • Eight (8) or more years of professional software development experience across frontend and backend technologies.
  • Demonstrated experience developing with Java and related frameworks (Hibernate, Spring, Stripes, or similar) and with Angular and/or React.
  • Experience developing RESTful services and microservices.
  • Experience with source control (GitHub Enterprise) and CI/CD tooling (Jenkins, GitHub Actions).
  • Demonstrated knowledge of Agile / Scrum practices in a Government CI/CD environment.
  • Must obtain and maintain any necessary security access and/or background checks.

  • Excellent written and verbal communication skills.

WORK SCHEDULE

Full-time. May be required to work additional hours as needed to complete assignment or project.

 

TRAVEL

The expected travel time is less than 15%.

DRIVING REQUIREMENTS

Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving.  The expected driving time is less than 15%. 

WORK ENVIRONMENT

Work is expected to be remote; however, the company reserves the right to require onsite work.

 

PHYSICAL DEMANDS

Position consists of sitting for long periods of time, bending, stooping, crouching, and lifting weights up to 20 pounds. Frequently uses hands/fingers for manipulation of keyboard and mouse. Compensation & Benefits:

  • Pay: 120,000 to 140,000 annually
