**Position Overview:**
The IT Cost Analyst will assist project and program teams in developing accurate and defensible cost estimates throughout the IT project lifecycle. Working directly with finance leads and project managers, the Analyst gathers technical and financial information, applies standardized cost estimation methodologies, and produces clear, actionable deliverables such as milestone documentation and cost reports. This role enables sound financial planning and decision-making for internal stakeholders and clients.
*Note: This position requires eligibility for a Public Trust or equivalent security clearance; onboarding is contingent upon clearance adjudication.*
**Core Responsibilities:**
- Assist in preparing and maintaining comprehensive IT project cost estimates using industry-accepted models and costing techniques.
- Analyze project documentation, contractor proposals, and product literature to verify alignment with organizational and regulatory standards.
- Participate in process reviews to identify cost drivers and recommend process improvements for cost optimization.
- Contribute to creation and delivery of presentations, reports, and financial documentation for management and client review.
- Support knowledge transfer initiatives related to estimation methodology, tools, and best practices within the organization.
- Provide periodic updates and progress reports on ongoing estimation activities and tool maintenance.
**Required Skills and Knowledge:**
- Demonstrated knowledge of cost analysis, activity-based budgeting, or price modeling in a project or enterprise environment.
- Understanding of federal cost estimation principles and processes, such as those outlined in OMB Circular A-11 or GAO best practices.
- Experience in preparing or supporting documentation for audits, financial reviews, or milestone decision points.
- Proficiency with MS Excel and other common office productivity tools for data management and reporting.
**Preferred Qualifications:**
- Exposure to cost estimation tools such as Galorath SEER, PRICE Systems, or similar parametric modeling software.
- Experience with full lifecycle or capital cost estimation for IT systems or software development environments.
- Training or certification in cost estimating, earned value management, or project management (e.g., ICEAA, PMP, CCEA).
- Familiarity with federal procurement and acquisition rules.
**Required Education and Experience:**
- Bachelor’s degree in Finance, Accounting, Information Systems, Economics, or a closely related field.
- At least 2 years of relevant experience in cost analysis, price estimation, or financial planning (may credit internships or cooperative education programs).
**Expected Deliverables:**
- Scheduled progress and status reports
- Updated cost modeling spreadsheets and supporting documentation
- Presentation decks and supporting materials for stakeholder meetings and client reviews
- Recommendations and documentation related to process improvements and tool maintenance
