Job Description
Client Site Development team designs, builds, leases, and operates efficient global data centers. The Water Team manages cross-functional water program strategy and execution across the global portfolio through pre-development, construction, and operations. We are seeking a Technical Program Manager V to provide parental leave coverage for a critical Water Program Manager role, ensuring continuity of water program operations, utility relationships, compliance oversight, and construction milestones.
Responsibilities:
- Define and own the multi-year water program roadmap aligned to growth targets and sustainability goals.
- Lead fleet-wide programmatic initiatives including sustainability and water-saving efforts, regulatory research, business process development, and cross-functional coordination.
- Own and drive the water and wastewater compliance framework, including tool development, process governance, and audit readiness.
- Oversee compliance with water withdrawal agreements and wastewater discharge requirements.
- Manage utility engagement strategy during construction and operations, including technical topics, invoicing, and operational issues.
- Own end-to-end flow meter program strategy, including account setup, mapping, payments, and commissioning.
- Lead engineering design reviews and oversee onsite and offsite water infrastructure projects across schedule, scope, and budget.
- Drive construction quality standards for wet utility infrastructure.
- Establish a data governance framework for water and wastewater monitoring and analysis.
- Leverage data analytics and business intelligence tools to inform program decisions.
- Monitor external factors affecting water supply and quality, including policy, legal, and quality issues.
- Develop and maintain the Water Mitigation Plan with Emergency Operating Procedures.
Required Skills & Qualifications:
- Technical expertise in industrial water use, wastewater discharge, water efficiency techniques, and U.S. water policy and permitting.
- Experience with permitting and construction management of water infrastructure projects.
- Experience with NPDES and industrial pretreatment permits and with U.S. water and wastewater utilities.
- Experience with water and wastewater infrastructure construction and operations for hyperscale data centers.
- Excellent relationship building and communication skills.
- 12+ years of progressive professional experience in water and wastewater infrastructure projects, including senior or lead roles.
- Bachelor's degree in Civil or Environmental Engineering or related field.
Preferred Skills:
- Advanced technical degree (M.S. or Ph.D. in Civil or Environmental Engineering or related field).
- Professional Civil Engineer (PE) license.
