The Senior Project Manager oversees the operational execution and evaluation of a multifaceted program/project, typically consisting of closely related subprograms or associated activities.

Responsibilities
  • Responsible for the execution of projects by providing services, including Scope/Requirements Management, Project Planning, Schedule Management, Resource Management, Cost Management, Risk Management, Quality Control Management, Project Monitoring, Project Reporting, and Project Documentation.
  • Oversee the operational, administrative, and human resources management of the program.
  • Build a project plan thatfacilitatesdelivery of project requirements within known constraints and provides a means for measurement of project performance.
  • Managing the quality of deliverables, and develop, monitor, and reports on projectobjectives, budget, and schedule status and performance.
  • Responsible for the technical, contractual, administrative, and financial aspects of theprojectsassigned by the Federal Task Lead.
  • Responsible foridentifying, proposing resolutions, and resolving project management issues in collaboration with applicable federal staff.
  • Responsible for managing one or more projects, and successfully implementing projectsand associated services,in accordance withthe task order, federal laws, regulations, and procedures.
  • Other duties as assigned.

Qualifications
  • Bachelors degree and 5+ years of project management experience.
  • High school diploma or GED and 4+ years ofadditionalrelevant experience can be used instead of the degree requirement.
  • TS/SCIclearanceisrequired.

Preferred Qualifications :
  • 3+ years of experience in an Agile software development environment is preferred.
  • PMPcertificationpreferred.
  • Certified Scrum Master/Professional Scrum Master certification preferred.
  • Experience managing an Appian software development project is preferred.
  • Experience with Product Management software is prefered.

Knowledge, Skills and Abilities:
  • Knowledgeutilizingtools/methods incorporatingHuman-Centered Design.
  • Knowledgeof andexperience withFederal Enterprise Architecture, Capital Planning and Investment Control, System Development Life Cycle,IT Security Management, and Risk Management.
  • Knowledge of and experience with federal IT Investment laws, regulations, and processes including, but not limited to, FITARA, the Clinger-Cohen Act of 1996, Title III of the E-Government Act of 2002, and FISMA.
  • Possessknowledgein the full complement of project management life cycle.Theability to provide management and liaison support to senior leaders that enable program success.
  • Strong communicationskills (both written and oral).
  • Strong customer service and excellent interpersonal skills.
  • Ability to listen and understand what is being described by the end-user as well as the ability to explain problem resolutions when necessary.
  • Ability to occasionally work after hours and/or do on-call support.
