Job Description

BI Developer | 6 Month Contract | (Inside IR35) | Hybrid, Edinburgh| Starting ASAP

Day Rate: DOE

About the Role:

Harvey Nash's Pub Sec client is looking for a Power BI Developer to help their Building Standards Division turn data into meaningful insights that support decision-making across the team. Working with stakeholders at all levels, you will bring the knowledge to help transition existing Reports from their current system (Crystal) to Power BI. You will create reports and dashboards that help them understand performance, identify trends, and make informed decisions. In this role you will be expected to:

  • Review, Build and Publish existing Reports using Power BI, making suggestions on how they could be enhanced to provide more managerial insight where possible.
  • Collaborate with service managers, analysts, and senior stakeholders to gather requirements.
  • Create semantic models to enable self-service reporting.
  • Translate business needs into technical reporting solutions liaising with the appropriate IT and Service contacts where required.
  • Optimise report performance and usability, ensuring accessibility standards are met.
  • Ensure data quality, consistency, and integrity through validation and testing.
  • Implement appropriate row-level security (RLS) and access controls.
  • Maintain documentation for datasets, reports, and processes.
  • Provide training and guidance to end users on Power BI tools and dashboards.
  • Be responsible for planning their work effectively with a strong commitment to delivering at a high
  • Participate in the Power BI Adoption Project where required to provide knowledge and experience in Power BI to help with discussions.

Essential Skills & Experience:

  • Strong experience with Power BI (Desktop & Service).
  • Proficiency in DAX, Power Query (M), and data modelling.
  • Understanding of ETL processes and data warehousing concepts.

Ability to translate complex data into clear visual insights.

  • Experience engaging with non-technical stakeholders.
  • Comprehensive analytical skills to comprehend complex technical reports or system performance information.
  • Self-motivated
  • Sound organisation and time management skills.
  • Excellent communication skills both oral and written.

Desirable Qualifications
Microsoft certifications (e.g. PL-300: Power BI Data Analyst) are desirable.

  • Experience with SQL and relational databases.
  • Experience within local government or public sector.
  • Knowledge of Azure Data Platform (Data Factory, Synapse, etc.).
  • Familiarity with Microsoft Fabric / Power Platform.
  • Awareness of data governance and regulatory requirements in the public sector.
