Job Description
GovCIO is currently hiring for Business Strategist/Analyst to provide programmatic analysis and strategic guidance to support multi-domain and system-of-systems integration efforts. The position focuses on evaluating complex programs, developing integration strategies, and delivering actionable recommendations that enhance operational effectiveness and mission success. This position will be located in Colorado Springs, CO and will be a onsite position.
Responsibilities
Responsible for providing programmatic analysis and strategic guidance to support multi-domain and system-of-systems integration initiatives. The role leads cross-functional technical teams, translates operational military planning and educational concepts into executable technical solutions, and develops key acquisition and program documentation, including Concepts of Operations (CONOPS) and Performance Work Statements (PWS). The position also supports the planning, integration, and delivery of advanced Modeling & Simulation (M&S) capabilities and artificial intelligence solutions, ensuring alignment with Department of Defense objectives, mission requirements, and program execution standards.

- Lead strategic planning efforts to support complex defense and technology programs.
- Coordinate with government stakeholders, military personnel, engineers, and technical experts to define program objectives and requirements.
- Assess operational needs and recommend innovative solutions to enhance mission effectiveness.
- Support acquisition planning, requirements development, and program execution activities.
- Facilitate collaboration across multiple organizations to ensure successful system integration and interoperability.
- Prepare briefings, reports, and recommendations for senior leadership.
- Identify program risks and develop mitigation strategies to support successful delivery outcomes.
- Monitor project progress and ensure compliance with applicable Department of Defense policies, standards, and procedures.
- Contribute to the development and implementation of emerging technologies, including Modeling & Simulation and artificial intelligence capabilities.

- Demonstrated ability to provide programmatic analysis and strategic advice on multi-domain and system-of-systems integration strategies.
- Experience leading cross-functional, highly technical teams in a defense or advanced technology environment.
- Ability to translate academic pedagogy and operational military planning concepts into technical execution plans.
- Experience developing acquisition artifacts, including Concepts of Operations (CONOPS) and Performance Work Statements (PWS), in accordance with Department of Defense (DoD) processes.
- Bachelor's degree in a technical or management discipline.
Preferred Skills and Experience
- Experience serving as a Program Manager responsible for delivering military modeling and simulation systems.
- Recent (within the last five years) experience of three or more years leading the delivery of advanced Modeling & Simulation (M&S) systems or complex artificial intelligence integrations.
- Professional program management certification, such as the Project Management Professional (PMP).
- Additional experience supporting defense modernization, systems integration, and emerging technology initiatives.
