Position Summary

The Environmental Compliance Specialist will provide on-site technical and administrative support to Marine Corps Support Facility Blount Island''s hazardous waste compliance program. This position serves as the primary quality assurance reviewer for hazardous waste documentation generated by other on-site contractors and tenants, ensuring compliance with RCRA, DOT, FDEP, and Marine Corps environmental regulations. The role combines desk-based document review with regular field inspections across a 60-site, 911-acre installation.

MCSF-BI is classified as a RCRA Large Quantity Generator (LQG). This is a new requirement with no incumbent contractor or staff to transition.

Key Responsibilities

Waste Documentation Review & Quality Assurance

• Review, QA/QC, and prepare for government approval all waste profiles, turn-in packages, and characterization documentation submitted by on-site tenants and contractors
• Verify DD 1348-1 Disposal Turn-In Documents, Uniform Hazardous Waste Manifests (UHWMs), and Land Disposal Restriction (LDR) notifications against RCRA (40 CFR Parts 260–279), MCO 5090.2, and Florida FDEP requirements
• Identify mischaracterizations, improper segregation, and incomplete documentation; draft formal deficiency notifications and recommended corrective language for COR approval
• Maintain a minimum 95% first-pass technical accuracy rate on all reviewed documentation

Waste Characterization & Profiling

• Verify analytical data, Safety Data Sheets (SDS), and generator knowledge used to assign EPA waste codes and DOT shipping descriptions
• Confirm waste management activities align with site work instructions prior to transfer to the 90-day Central Accumulation Area (CAA)
• Note: does not perform or arrange waste sampling or laboratory analysis; characterizes based on data/observation only

Field Inspections

• Conduct weekly unannounced inspections of 60 Satellite Accumulation Areas (SAAs) and the 90-day CAA
• Physically inspect drums/containers for proper segregation, labeling, and structural integrity
• Document discrepancies in the Weekly SAA Inspection & Deficiency Log
• Provide on-the-spot corrective guidance to tenant/contractor personnel; escalate unresolved issues to the COR within required timeframes
• Track recurring compliance trends and develop root-cause corrective action recommendations

Training

• Develop and deliver 4 formal environmental compliance training sessions per year (~2 hours each, 15–25 students), in-person or via MS Teams
• Provide informal on-the-spot training to SAA operators during inspections
• Maintain attendance rosters and submit training records within required deadlines

Reporting & Recordkeeping

• Prepare and submit Weekly SAA Inspection & Deficiency Logs (due Mondays, 10:00 AM)
• Prepare Monthly Compliance Reports including error scorecards and root-cause analyses (due by the 5th of each month)
• Maintain audit-ready records in EESOH-MIS and HMMS

Required Qualifications

• Active 40-Hour HAZWOPER certification (29 CFR 1910.120) — must be maintained throughout employment
• Working knowledge of RCRA (40 CFR Parts 260–279), DOT Hazardous Materials Regulations (49 CFR Parts 171–180), MCO 5090.2, and Florida hazardous waste regulations (F.A.C. Chapters 62-730, 62-710, 62-737, 62-705)
• Ability to obtain and maintain a favorable Tier 1 (T1) background investigation and Common Access Card (CAC)
• Strong technical writing skills; able to produce compliance documentation with minimal administrative errors (90%+ accuracy standard)
• Experience with waste characterization, manifest preparation, or environmental compliance documentation
• Valid driver''s license and personal/registered vehicle (contractor is responsible for transportation between SAA sites; no government vehicle provided)
• Ability to physically inspect drums and containers, including opening containers as safely appropriate

Preferred Qualifications

• Prior experience supporting a DoD or federal hazardous waste compliance program
• Familiarity with EESOH-MIS and/or HMMS systems
• Experience developing and delivering environmental training programs
• Prior work at a military installation or similar secure facility

Physical Requirements & Work Environment

• Regular outdoor fieldwork across an ~911-acre industrial facility in varying weather conditions
• Must wear and supply own PPE (safety glasses, hearing protection, steel-toed shoes) at contractor''s expense
• Ability to walk facility grounds daily to reach 60 SAA locations
• On-site presence required; government-furnished workspace, computer, and MCEN network access provided

• U.S. citizenship or eligibility for CAC issuance
• Position is unclassified; no access to classified information or systems
• Subject to installation Force Protection Condition (FPCON) measures and random Anti-Terrorism (RAM) checks
• Must complete Anti-Terrorism Level I training (MarineNet/TWMS)

This position supports a 12-month base period with up to four 12-month option periods (5-year potential period of performance). Anticipated start date is approximately 30 days after contract award.
