Job Title

Project Manager & Senior Project Manager – TOC Assurance (Heavy Civils)



Summary

We’re recruiting experienced Project Managers and Senior Project Managers to support major UK nuclear infrastructure projects. These positions offer a chance to play a critical role in challenging and validating Target Outturn Cost (TOC) submissions on nationally significant engineering programmes. Ideal for commercially focused professionals with backgrounds across estimating, procurement and cost assurance, these roles combine strategic influence with technical depth.



Salary

  • Project Manager: £70,000 + Excellent Benefits
  • Senior Project Manager: Up to £95,000 + Benefits



Location and Working Pattern

  • Project Manager: London Office/Hybrid
  • Senior Project Manager: London Office/Hybrid
  • Both roles will require occasional travel to site

Responsibilities



Senior Project Manager

  • Lead commercial assurance reviews of TOC submissions across major heavy civils packages.
  • Challenge cost estimates, methodologies and risk allowances for accuracy and value for money.
  • Facilitate assurance workshops and governance forums with senior stakeholders.
  • Support procurement strategies, contract reviews and negotiations.
  • Assess risks, opportunities and validate contingency levels in pre-construction phases.


Project Manager

  • Review and interrogate TOC build-ups, pricing assumptions and risk provisions.
  • Support procurement activities – tender evaluation, BoQ review and clarifications.
  • Identify and report delivery risks, commercial trends and opportunities.
  • Monitor cost benchmarking and assurance processes.
  • Produce analysis and recommendations for governance reviews.



Must-have Requirements

  • Experience on major infrastructure or heavy civil engineering projects.
  • Strong background in pre-construction, estimating, procurement or commercial management.
  • Knowledge of cost planning and TOC or target cost contracting submissions.
  • Degree in Quantity Surveying, Commercial Management, Civil Engineering or equivalent.



Nice-to-have Skills

  • Familiarity with NEC or PAA contracting models.
  • Professional accreditation (MRICS / RICS or equivalent).
  • Understanding of QSRA/QCRA methodologies and risk analysis techniques.
