A.5 REQUIREMENTS
A.5.1 The contractor shall develop, implement, and maintain, specifically in custom applications,
custom pages using both the QuickBase API as well as regular QuickBase interface
􀁸 The various IMPACT databases are year-specific and the developer must maintain all prior
year versions to ensure users retain access to their evaluation records and auxiliary data. The
count of databases is below.
􀁸 The IMPACT database must also calculate final scores and ratings for upwards of 33 different
employment groups. Each group has a variable amount of components that are involved in the
determination of their final score. Some components are scored by the IMPACT team, while
others are scored by the other users entering in data.
􀁸 The developer must support the use of the database by the IMPACT operations team ensuring
school-based users continue to have an optimal experience navigating and uploading data into
the system.
􀁸 Each database needs to be maintained to the highest security standards as they contain both
sensitive personnel data as well as student information
A.5.2 The contractor shall build dashboards, using evaluated business needs translated into technology
specifications.
􀁸 Custom dashboards must be built or maintained for upwards of 30 roles for each database, each
role has a different level of access, read/write abilities, and views.
􀁸 Dashboards must be accessible both on mobile and desktop devices
A.5.3 The contractor shall design and improve custom and commercial off-the-shelf (COTS) software
applications.
A.5.4 Create custom data reports to track IMPACT performance throughout the annual cycle.
A.5.5 The contractor shall collaborate with project managers, users, stakeholders and others to design
user centric applications.
A.5.6 The contractor shall stay abreast of industry trends related to software development, User
Interface/User Experience (UI/UX) design, and identifies new tools and technologies to leverage
for user-centric design
A.5.1.7 The contractor shall coordinate with other staff in ensuring the optimal functioning of data
systems.

School Leader
IMPACT Evaluation
Databases
There is one School Leader IMPACT evaluation database for each school
year beginning in SY13-14. Each database has upwards of 400 users,
contains upwards of 13 tables with some having 100’s of field which
interact with one another. Each database also contains multiple front-end
dashboards which allow users to easily enter in the evaluation information
for their staff members.

17 Staff IMPACT
Evaluation Databases
There is one Staff IMPACT evaluation database for each school year
beginning in SY09-10. Each database has upwards of 10,000 users,
contains upwards of 34 tables with some having 100’s of fields which
interact with one another. Each database also contains multiple front-end
dashboards which allow users to easily enter in the evaluation information
for their staff members.

There is one which houses longitudinal data from all Staff IMPACT
Evaluation databases
1 Caseload Confirmation
Database
There is one year agnostic database that houses Special Education
Timeliness information. Each database also contains multiple front-end
dashboards which allow users to easily flag their events.
1 Roster Confirmation
Database
There is one Roster confirmation which houses Student Roster data for use
in our Individual Value Added component. Each database also contains
multiple front-end dashboards which allow users to easily confirm their
students.
1 Survey Confirmation
Database
There is one Survey Confirmation database which houses Student Roster
data for use in our Student Survey component. Each database also contains
multiple front-end dashboards which allow users to easily confirm their
students.
A.5.2 The Contractor shall meet the following project requirements
A.5.2.1 The contractor shall meet with the Director of IMPACT, within one (1) working day after
issuance of the contract to begin professional services in support of DCPS operation.
A.5.2.2 The contractor will be required to establish suitable processes and systems to guarantee the most
regimented organization of resources involved in the support of the QuickBase Applications
including project tracking and knowledge management. Complete documentation of processes
and work is required to be maintained in an annual cycle workplan.
A.5.3 Vendor Qualifications
A solid understanding of information flow, database fundamentals, and technical requirements
listed below are necessary for this position. Five or more years of experience in the education
sector is preferred. Complete the Vendor Qualifications Chart to address experience and provide
an example of their corporate portfolio
