Job Summary

The Virginia Department of Transportation (VDOT) is seeking an experienced .NET Programmer Analyst 4 to join its Tolling Division and support the modernization of an enterprise tolling transaction platform. The ideal candidate will have extensive experience in .NET Core, C#, REST APIs, Microservices, SQL Server, and Azure. This position offers the opportunity to work on a large-scale modernization initiative within an Agile/Scrum environment.

Key Responsibilities

• Design, develop, and maintain scalable backend applications using .NET Core and C#.
• Build and enhance RESTful APIs and Microservices.
• Collaborate with SQL developers to implement efficient database access solutions.
• Support the modernization of enterprise applications using modular and microservices architecture.
• Develop new features and enhance existing application functionality.
• Optimize application performance and troubleshoot production issues.
• Integrate applications with Azure cloud services and related technologies.
• Build and maintain CI/CD pipelines using Azure DevOps or GitHub.
• Integrate backend applications with ETL solutions such as SSIS or Databricks.
• Participate in Agile/Scrum ceremonies, sprint planning, and code reviews.
• Work closely with architects, cloud engineers, QA teams, and business stakeholders to deliver high-quality software solutions.

Required Qualifications

• Bachelor''s degree in Computer Science, Information Technology, or a related field (or equivalent experience).
• 7+ years of experience developing enterprise applications using .NET Core and C#.
• 7+ years of experience building REST APIs and Microservices.
• 7+ years of experience working with SQL Server in Azure VM environments.
• Strong understanding of Object-Oriented Programming (OOP), design patterns, and software development best practices.
• Experience with Azure DevOps or GitHub for CI/CD pipeline implementation.
• Experience working in Agile/Scrum development environments.
• Experience integrating backend systems with SSIS or Databricks.
• Strong analytical, debugging, and troubleshooting skills.
