Senior Business Analyst (Technical)

Position Overview

Ekka IT Solutions Inc. is seeking an experienced Senior Business Analyst (Technical) to support a major modernization initiative for the DBHDS.

This high-impact project will modernize and replace the core functionality of the DBHDS Incident Management System. The successful candidate will work closely with business stakeholders, architects, developers, data teams, and project leadership to gather, analyze, document, and manage business and technical requirements throughout the project lifecycle.

The ideal candidate combines strong business analysis expertise with a technical background and experience delivering enterprise software implementation projects using Agile, Waterfall, and Hybrid methodologies.

Work Location

• Remote work is permitted.
• On-site attendance is preferred but not mandatory.
• Candidates must reside within a three-hour driving distance of the DBHDS office in Richmond, Virginia, to support occasional in-person meetings when required.
• Travel expenses and parking costs for onsite meetings are the responsibility of the consultant.

Key Responsibilities

• Lead business analysis activities throughout the software development lifecycle.
• Elicit, analyze, validate, and document business and technical requirements.
• Identify business problems, opportunities, and process improvements.
• Analyze requirements for completeness, consistency, feasibility, and compliance with standards.
• Create business process models, workflows, diagrams, use cases, and functional specifications.
• Facilitate requirements workshops and stakeholder meetings.
• Conduct peer reviews of business requirements and ensure accurate interpretation by development teams.
• Manage requirements traceability throughout the project lifecycle.
• Communicate requirement changes, enhancements, and project impacts to stakeholders and leadership.
• Collaborate with business analysts, business architects, data analysts, development teams, and data governance teams.
• Support User Acceptance Testing (UAT), business validation, and defect resolution.
• Provide meaningful project health updates and business insights to project leadership.
• Foster collaboration between business stakeholders and technical teams.

Required Qualifications

• Extensive experience as a Senior Business Analyst supporting enterprise IT projects.
• Strong technical background with experience supporting software development projects.
• Demonstrated experience gathering, documenting, and managing business and technical requirements.
• Experience delivering projects using Agile, Waterfall, and Hybrid methodologies.
• Experience supporting cloud-hosted SaaS implementation projects.
• Experience with automated requirements management tools.
• Strong business process analysis and documentation skills.
• Excellent analytical, organizational, and problem-solving abilities.
• Outstanding verbal and written communication skills.
• Ability to communicate complex technical concepts to both technical and non-technical audiences.
• Experience facilitating meetings with executive leadership and diverse stakeholder groups.
• Ability to work independently with minimal supervision.
• Highly organized, self-motivated, and adaptable.
• Proficiency with Microsoft Office Suite including:

Preferred Qualifications

• Technical background in software development or systems implementation.
• Experience supporting Healthcare or Health & Human Services projects.
• Experience with Data Modernization initiatives.
• Experience with Enterprise Data Warehouse (EDW) projects.
• PMP Certification (PMI) or Commonwealth of Virginia Project Management qualification.
• Experience with Virginia Information Technologies Agency (VITA) Commonwealth Technology Portfolio (CTP) and ECOS processes.
• AWS Certified Cloud Practitioner certification.
