Sr. Azure Program Manager (Technical)

100 % REMOTE

12    Months Contract to Hire

Role Summary

We are seeking a highly experienced Program Manager to lead a greenfield enterprise cloud transformation, migrating systems from on premises infrastructure to Microsoft Azure. This role will span both Phase 1 (discovery and architecture design) and Phase 2 (implementation and delivery), ensuring the program progresses on schedule and meets defined business and technical objectives. The ideal candidate has deep Azure migration expertise, strong program governance experience, and prior delivery experience in healthcare or public sector environments with similar transformations.

 

Top Required Skills & Experience

•Proven leadership of enterprise-scale Azure migration programs (on prem → cloud), preferably in greenfield initiatives

•Mandatory PMP certification with strong program governance and multi-phase delivery oversight

•Demonstrated experience in healthcare or public sector environments, driving compliant cloud migrations

•Expertise in discovery, architecture alignment, and implementation delivery across complex IT landscapes

•Strong stakeholder management, including executive communication and cross-functional coordination

O Full program lifecycle ownership (initiation, planning, execution, monitoring, and closure)

O Risk, dependency, and issue management

o    Budgeting, forecasting, and resource planning

o   Agile, Waterfall, or hybrid methodologies

•Cloud Migration & Transformation

O End-to-end Azure migration strategy and execution

o   Workload discovery, assessment, and migration planning

o Migration strategies: rehost, refactor, rearchitect, rebuild

o Cutover planning and post-migration optimization

• Microsoft Azure Expertise

O    Azure Migrate, ARM templates, subscription governance

o   Azure IaaS, PaaS, storage, networking, and compute services

o   Identity solutions (Azure AD / Entra ID)

o   Monitoring and observability (Azure Monitor, Log Analytics)

•Architecture & Design Collaboration

O Partnering with enterprise architects on target-state architecture designs

o    Facilitating discovery workshops and solution design sessions

o    Supporting platform standardization and best practices

•Implementation & Delivery

O Leading cross-functional teams (engineering, infrastructure, security, DevOps)

o    Vendor and partner coordination

o     KPI/SLA tracking and milestone enforcement

•Governance, Compliance & Industry Alignment

O Program governance frameworks and executive reporting

o Change management and communication planning

o Knowledge of regulatory and compliance requirements (e.g., HIPAA, FedRAMP, or state/local compliance standards depending on sector)

•Soft Skills

O Strong leadership and decisiveness in ambiguous environments

o Excellent communication with both technical and non-technical stakeholders

o High attention to detail and ability to manage competing priorities

Location & Minimum Qualifications

•Location: 100% remote preference for candidates aligned within Texas and/or Houston, TX specifically or able to support stakeholders in a hybrid/remote model

•Experience:

o8–12+ years of program/project management in IT or digital transformation

o3–5+ years leading Azure cloud migration programs

o   Required: Prior experience delivering similar cloud migration initiatives within healthcare or public sector organizations

•Certifications:

O PMP (required)

o Azure certifications (AZ-104, AZ-305, or equivalent) – preferred

•Education:

O Bachelor’s degree in Computer Science, Engineering, Business, or related field (or equivalent practical experience)
