1. Position Overview

1. Position Overview
The Project Coordinator shall be responsible for end-to-end coordination, monitoring, facilitation, and execution support of the NAFED PACS Infrastructure Development Project within the assigned State. The role will serve as the primary interface between NAFED, PACS/Cooperative Societies, State Government Departments, Financial Institutions, Contractors, Consultants, and other project stakeholders.
2. Key Roles and Responsibilities
A. Mobilization, Identification & Stakeholder Facilitation
- Identify suitable and eligible PACS/Cooperative Societies for participation under the Project in coordination with NAFED, State Government Departments, and other relevant stakeholders.
- Conduct awareness campaigns, stakeholder outreach programs, workshops, and capacity-building initiatives to maximize participation under the Scheme.
- Facilitate consultations with PACS, farmers, cooperatives, government departments, financial institutions, and implementation agencies.
- Act as the single-point coordination and facilitation officer between PACS, State Government authorities, NAFED branches, banks, financial institutions, contractors, consultants, and other stakeholders.
- Facilitate execution of MoUs, agreements, and project-related documentation with participating PACS and partner organizations.
- Support PACS in identification of suitable land parcels and facilitate verification of ownership, legal status, and site readiness.
- Coordinate site surveys, land surveys, soil testing, geotechnical investigations, and technical feasibility assessments at identified project locations.
- Assess storage demand, procurement requirements, logistics connectivity, and operational feasibility for each project site.
- Coordinate preparation of Detailed Project Reports (DPRs) in accordance with approved Scheme guidelines.
- Ensure DPRs include:
- Site and layout plans
- Design drawings and technical specifications
- Capacity planning for warehouses, godowns, silos, cold storage, and allied infrastructure
- Cost estimates and budget projections
- Implementation timelines and project phasing
- Financial viability analysis and revenue projections
- Facilitate review, modification, and approval of DPRs by PACS, NAFED, State Governments, and competent authorities.
- Maintain records of approved DPRs and project planning documents.
- Assist PACS and Cooperative Societies in preparation of loan proposals, business plans, and financial documentation.
- Coordinate with banks, NABARD, NCDC, and other financial institutions to support credit access and project financing.
- Facilitate convergence of projects with Central Government and State Government schemes, subsidies, grants, and incentive programs.
- Ensure compliance with financial eligibility conditions, subsidy norms, and scheme guidelines.
- Support PACS in achieving financial closure for sanctioned projects within prescribed timelines.
- Track financing approvals and fund utilization status across project locations.
- Assist in preparation of tender documents, bid documents, technical specifications, and procurement packages.
- Coordinate the end-to-end procurement and tendering process in accordance with applicable policies and guidelines.
- Facilitate publication of tenders, bidder interactions, pre-bid meetings, and clarification processes.
- Coordinate technical and financial evaluations of bids and support preparation of evaluation reports.
- Assist PACS in selection, appointment, and engagement of contractors, vendors, and service providers.
- Facilitate execution of contracts and agreements with selected agencies.
- Maintain procurement records and contract documentation.
- Monitor implementation of approved project activities at all assigned sites.
- Conduct regular field visits and site inspections to track progress of construction and infrastructure development activities.
- Coordinate with contractors, consultants, PACS representatives, and project teams for smooth implementation.
- Monitor project milestones and ensure adherence to approved timelines and implementation schedules.
- Identify bottlenecks, delays, and implementation risks and recommend corrective actions.
- Facilitate timely resolution of operational, technical, and administrative issues affecting project progress.
- Ensure achievement of physical and financial targets at project locations.
- Coordinate preparation of project completion reports and supporting documentation.
- Ensure availability of as-built drawings, technical records, certifications, and completion documents.
- Facilitate formal handover of completed infrastructure assets to PACS and Cooperative Societies.
- Monitor contractor performance during the Defect Liability Period (DLP).
- Ensure timely rectification of defects, deficiencies, and warranty-related issues.
- Support project closure activities, final settlements, and contract completion processes.
- Develop and maintain project monitoring systems for tracking implementation progress.
- Collect, compile, validate, and report physical and financial progress data.
- Prepare daily, weekly, monthly, quarterly, and annual project progress reports.
- Maintain project MIS systems, dashboards, databases, and reporting platforms.
- Generate analytical reports and management updates for NAFED, State Governments, and other authorities.
- Support audits, inspections, third-party evaluations, and project review exercises.
- Ensure timely submission of all project reports and documentation.
Essential Qualification
- Bachelor's degree in civil engineering, Agriculture, Rural Management, Management, Architecture, Commerce, Economics, Cooperative Management, Development Studies, or any related discipline from a recognized university/institution.
- Postgraduate Degree/Diploma in Project Management, Rural Management, Infrastructure Management, Agriculture Business Management, Development Management, or equivalent.
Essential
- Minimum 5 years of relevant experience in project coordination, project management, infrastructure development, agriculture infrastructure, rural development, cooperative sector projects, warehousing, logistics, or government schemes.
- Experience working with PACS, Cooperative Societies, FPOs, State Cooperative Federations, NAFED, NABARD, NCDC, State Government Departments, or similar institutions.
- Experience in handling multi-stakeholder projects involving infrastructure creation and public sector financing.
- Experience in project monitoring, procurement processes, DPR coordination, and implementation supervision.
The performance of the Project Coordinator shall be assessed based on:
- Number of eligible PACS mobilized and onboarded under the Project.
- Timely completion and approval of DPRs.
- Achievement of financial closure and scheme convergence targets.
- Timely completion of procurement and contractor engagement processes.
- Adherence to project implementation schedules and milestones.
- Quality and timeliness of progress reporting and MIS updates.
- Effectiveness of stakeholder coordination and issue resolution.
- Successful commissioning and handover of project assets.
- Compliance with project guidelines, quality standards, and governance requirements.
- Achievement of project objectives within approved timelines and budgets.
