Location: Houston, Texas (Onsite)
Role Overview
This position requires an individual to lead the procurement, supplier performance, and delivery assurance of critical long-lead equipment supporting major capital projects. The role is responsible for securing supplier capacity, overseeing EPC procurement activities, managing supplier execution, mitigating delivery risks, and ensuring equipment is delivered on schedule. The supervisor will manage procurement and materials management resources while providing executive-level reporting on supplier performance, manufacturing progress, delivery forecasts, and project risks.
Key Responsibilities
Education: A Bachelor's degree is preferred in Supply Chain, Business Administration, Operations, Engineering, Construction Management, Project Management, or a related discipline. Equivalent experience in utility, construction, supply chain, expediting, or materials management may be considered.
Experience: This position requires 10 or more years of experience in expediting, supplier performance management, procurement, supply chain, materials management, manufacturing, logistics, or capital projects. Experience should include managing post-order execution for critical equipment, working with OEM suppliers and EPC contractors, and monitoring manufacturing schedules and delivery performance.
Technical Skills: Proficiency with SAP or similar ERP systems, project schedules, Microsoft Excel, Power BI, and reporting tools is required.

Key Responsibilities
- Lead the early identification, assessment, and prioritization of critical and long-lead equipment and materials.
- Provide governance, oversight, and performance management of EPC procurement activities.
- Supervise and direct company staff, contingent personnel, third-party agency contractors, and EPC personnel involved in procurement and materials management.
- Serve as the project representative for post-award execution of critical long-lead equipment and strategic materials.
- Proactively identify, communicate, and mitigate risks related to manufacturing schedules, supplier performance, and delivery commitments.
- Provide leadership-ready reporting on critical equipment status, supplier performance, and recovery plans.
- Partner with Strategic Sourcing, Engineering, Project Management, and EPC organizations to define procurement strategies and risk mitigation plans.
- Establish and maintain delivery assurance plans for critical equipment, including power transformers, breakers, switchgear, and other strategic materials.
- Direct EPC procurement resources regarding priorities, sourcing strategies, and issue resolution activities.
- Challenge and require recovery plans from suppliers and EPC contractors when commitments are at risk.

- Demonstrated ability to provide leadership, direction, and governance to EPC contractor personnel and supplier organizations.
- A strong understanding of project schedules, critical path management, and risk identification.
- Strong communication, presentation, facilitation, negotiation, and stakeholder management skills.
- High degree of ownership, accountability, and initiative.
- Ability to influence outcomes and drive accountability without direct authority.
