Job Description

Job Title: Procurement Management Consultant 
Location: Harrisburg, PA (Hybrid – 2 Days Onsite per Week)
Duration: 07/27/2026 – 07/03/2027
Interview: Video/In-Person (TBD)

Required Skills:

  • 8+ years of experience in IT Procurement, Contract Management, or Procurement Project Management.
  • Strong experience managing procurement lifecycle activities including RFQs, RFPs, SOWs, contract renewals, and vendor solicitations.
  • Experience coordinating with procurement, legal, finance, and technical teams to deliver procurement initiatives.
  • Proven ability to manage COTS/MOTS software implementation projects from procurement through deployment.
  • Strong project management experience including project planning, scheduling, risk management, issue tracking, and status reporting.
  • Experience maintaining procurement trackers for renewals, procurement events, contract milestones, and policy exceptions.
  • Knowledge of contract compliance, vendor performance management, and technical contract oversight.
  • Excellent stakeholder management, communication, documentation, and organizational skills.

Responsibilities:

  • Lead and manage all IT procurement and contract renewal activities.
  • Coordinate with Procurement, Legal, Fiscal, and Technical teams to ensure compliance with agency policies and timelines.
  • Develop and review procurement documents including RFPs, RFQs, SOWs, and related solicitation packages.
  • Serve as the primary liaison between business units, procurement teams, and technical stakeholders.
  • Manage vendor implementation projects, including planning, execution, issue resolution, and project governance.
  • Track project progress, contractual obligations, budgets, deliverables, risks, and milestones.
  • Perform contract compliance reviews and serve as the technical point of contact for vendor engagements.
  • Maintain documentation for procurement activities, contract performance, amendments, and audit readiness.

Preferred Experience:

  • Pennsylvania State Government or Public Sector procurement experience.
  • IT procurement and technology contract management.
  • Commercial Off-the-Shelf (COTS) and Modified Off-the-Shelf (MOTS) software implementation projects.
  • Experience with enterprise governance, vendor management, and procurement compliance processes.

Hybrid Schedule: Minimum 2 days onsite per week in Harrisburg, PA.
