Job Title: Benefits Realisation Consultant (Sustainability & Performance Frameworks)
Contract Length: 4 Months
Location: Hybrid/Remote (as required)

AgileSource are seeking an experienced Senior Benefits Realisation Consultant to design and implement a Sustainability Performance and Benefits Realisation Framework for a major UK public sector organisation.

This role will focus on developing a practical, scalable and auditable framework that enables sustainability outcomes and benefits to be consistently identified, measured, assured and reported across the organisation.

Working closely with business and sustainability stakeholders, you will establish a structured approach that embeds sustainability considerations within existing business planning, investment decisions, project delivery, governance and reporting processes.

This assignment is ideally suited to an experienced public sector consultant with a strong background in benefits realisation, performance management, governance and framework design.

Key Responsibilities

Discovery & Analysis

  • Review existing sustainability objectives, commitments and strategic outcomes.
  • Assess current governance arrangements, reporting requirements and assurance processes.
  • Analyse available data sources and current approaches to benefits measurement.
  • Identify opportunities to strengthen consistency, accountability and evidence-based reporting.

Framework Design

  • Develop a Sustainability Performance and Benefits Realisation Framework.
  • Define benefits mapping from strategic objectives through to measurable outcomes and realised benefits.
  • Establish KPIs, performance measures, baselines and target-setting approaches.
  • Develop data requirements, ownership models and evidence standards.
  • Design governance and assurance arrangements that support robust reporting and decision-making.

Benefits Realisation

  • Create practical approaches for identifying, measuring and tracking sustainability benefits.
  • Develop mechanisms for capturing both quantitative and qualitative outcomes.
  • Establish a clear audit trail linking strategic commitments, interventions, outputs, outcomes and realised benefits.
  • Ensure consistency in measuring and evidencing sustainability performance across projects and programmes.

Embedding & Integration

  • Integrate sustainability benefits and performance measures into:

    • Business planning processes
    • Investment and business case development
    • Programme and project delivery
    • Benefits management activities
    • Governance and risk management processes
    • Corporate performance reporting
    • Ensure sustainability benefits become part of existing organisational processes rather than a standalone activity.

Stakeholder Engagement

  • Facilitate discovery workshops and stakeholder engagement sessions.
  • Gather and validate requirements from a broad range of business functions.
  • Build consensus around framework adoption and governance.
  • Support organisational adoption through practical guidance and knowledge transfer.

Reporting & Assurance

  • Develop reporting templates, guidance documentation and assurance mechanisms.
  • Improve sustainability data quality and consistency.
  • Enable effective reporting to senior leadership and government stakeholders.
  • Support evidence-based investment and operational decision-making.

Essential Experience

  • Extensive experience in benefits realisation and benefits management.
  • Experience designing and implementing organisational performance frameworks.
  • Strong understanding of KPI development, measurement frameworks and reporting structures.
  • Public sector or government consulting experience.
  • Experience developing governance, assurance and performance reporting models.
  • Strong stakeholder engagement and workshop facilitation skills.
  • Experience delivering framework design and organisational change initiatives.
  • Excellent analytical, communication and documentation skills.

Desirable Experience

  • Sustainability, ESG or Net Zero initiatives.
  • Sustainability reporting and performance measurement.
  • Environmental benefits management.
  • Government sustainability or climate-related programmes.
  • Data assurance, audit or compliance frameworks.
  • Business case development and investment governance.
