Director of Systems & Programming

Overview

We are seeking an experienced Director of Systems & Programming to provide strategic, operational, and technical leadership across a complex enterprise technology environment. This individual will lead application development, infrastructure, systems integration, cloud technologies, cybersecurity initiatives, vendor management, and enterprise technology governance while directing a multidisciplinary technology team.

The ideal candidate combines strong executive leadership experience with deep technical expertise in enterprise application development, Oracle technologies, cloud platforms, systems integration, and IT operations.

Key Responsibilities

• Provide strategic leadership and direction for enterprise technology initiatives, systems operations, and application development teams.
• Lead technology planning, governance, prioritization, roadmaps, staffing strategies, and operational performance initiatives.
• Oversee the full software development lifecycle including requirements, architecture, development, testing, deployment, and ongoing support.
• Direct enterprise systems supporting business operations, customer-facing applications, integrations, databases, cloud platforms, and infrastructure services.
• Manage and mentor technical leaders across development, project management, product management, and infrastructure teams.
• Drive cybersecurity, risk management, business continuity, disaster recovery, privacy, and compliance initiatives.
• Lead vendor relationships, contract management, technology procurement efforts, and budget planning activities.
• Provide executive-level communication to business stakeholders, leadership teams, technical staff, vendors, and external partners.
• Evaluate emerging technologies, cloud services, AI solutions, and automation opportunities that improve business outcomes.
• Establish operational metrics, service-level objectives, and continuous improvement programs.

Required Qualifications

• 8+ years of enterprise application development and systems leadership experience.
• 8+ years of Oracle SQL/PLSQL development experience.
• Deep experience with API development, systems integration, and enterprise application architecture.
• Experience with:
  • Oracle 12c
  • VB.NET
  • JavaScript
  • Visual Studio
  • Azure DevOps / Team Foundation Server
• 6+ years supporting enterprise communications technologies including SMS, MMS, and related messaging platforms.
• 5+ years managing technical teams and cross-functional technology organizations.
• 5+ years directing enterprise technology programs, operations, and strategic initiatives.
• Strong experience with vendor management, procurement, budgeting, and technology governance.
• Experience supporting highly available enterprise systems in complex environments.

Preferred Qualifications

• Experience with IBM Cloud services and watsonx technologies.
• Experience with AI-powered solutions, virtual assistants, or chatbot platforms.
• Experience in regulated industries such as healthcare, government, financial services, or insurance.
• Experience with cybersecurity, identity and access management, compliance, and enterprise risk programs.
• Background leading large-scale modernization, cloud transformation, and digital innovation initiatives.
