Feedback so far is that we are missing the type of candidate required: All really lacked the electrical design at the PCB level. Some had FPGA design. Also on testing, some were manufacturing testers. This type testing is executing routine tests on PCB just built. The candidate should have HW development testing, where the design is being validated. A manufacturing tester checks that the PCB was assembled correctly.
